Description
The Social Security Administration (SSA) is seeking sources capable of providing a Commercial-Off-The-Self (COTS) software product that would collect and manage data concerning client-server based software and hardware to create an IT Asset Management System. The minimum mandatory requirements are 1) The IT inventory collection and management software must support a very large scale and diverse network infrastructure. The SSA supports approximately 150,000 enterprise network Internet Protocol (IP) addressable devices consisting of desktop computers, laptop computers, servers, and peripherals. Peripherals include but should not be limited to printers and scanners. 2) The IT inventory collection and management software shall provide an automated and field proven method for deployment and collection of IT inventory data from both directly connected and dial-up connected network devices; 3) shall provide unlimited concurrent access for client users, system managers, and system administrators (Describe any restrictions that may be relevant to multiple users accessing the system simultaneously); 4) shall be non-intrusive to the operations of the target IT device and shall not in any way degrade or delay normal device performance, operations, or response time of the device, and it shall not in any way degrade or delay the performance of SSA's computer networks; 5) shall contain up-to-date and regularly refreshed COTS software recognition characteristics, which may be expanded to include custom SSA-developed software applications. (They must be automatically updated quarterly through vendor provided automatic or manual processes with new COTS software or version upgrades to existing software that may become available in the marketplace); 6) shall provide a simplified method to add and update the characteristics and libraries associated with SSA-developed software applications; 7) shall provide the capability to assign unique client identification to the network device, so that duplication of a device is eliminated in the event the device is relocated to another segment of the SSA enterprise network; 8) shall provide the capability to distribute custom hardware asset tag information to the device through user defined actions during the discovery process; 9) shall have the capability to format the collected data and export this data into an Oracle database; 10) must provide the capability to interface and integrate with Peregrine Systems, Inc.'s helpdesk software, Service Center; 11) shall permit the SSA to identify and collect inventory data for both Commercial-Off-The-Shelf (COTS) and proprietary software developed by SSA that may be resident on IP addressable devices such as PC Workstations, Laptops (Notebooks), servers, and Mobile Devices and Emerging Technologies (Tablet PC?s, Pocket PC?s, PDA?s & Palms); 12) shall permit the SSA to identify and collect inventory data for COTS software that has been renamed to avoid detection; and 13) shall permit the SSA to collect data relating to hardware that is inventoried. (Collected data should include but not be limited to; a) manufacturer; b) serial number; c) model information; d) bios version and date; e) processor speed; f) memory size; g) hard drive size; h) types of installed cards; i) floppy, CD read only, CD read/write, and DVD internal device information, j) Domain and Workgroup information; and j) attached peripheral devices.) 14) The IT inventory collection and management platform shall provide both a central management console and web browser access for the administration, management, and monitoring of functions and 15) shall provide a method to create, store and modify the access profiles for administrator and client users. 16) The IT inventory collection and management software shall provide the system administrator with the capability to define and schedule the frequency of automated, or on-demand, software discovery and collection sessions; 17) shall provide decision support tools that provide the systems administrator with the capability to analyze, parse, chart, and interpret the collected IT inventory data; 18) shall provide confirmation of the success or failure of all user defined actions during the discovery and collection process;19) shall provide a history of client devices that could not be accessed and where data could not be collected or processed; 20) shall provide a history file for all data collection events processed from the client devices; 21) shall provide accurately interpreted and aggregated software application information from the collected data without manual intervention. Thus, allowing for the immediate determination of the quality and type of software applications installed on the client device. 22) The IT inventory collection and management software shall provide canned reports, ability to easily generate ad-hoc report, present reports in both graphical and statistical formats and 23) shall permit SSA to discover, capture, store and create statistical report data for all deployed IT software application products and hardware asset tag information. It shall permit data from external sources to be imported and associated with collected inventory data such as contract and or purchase data. 24) The IT inventory collection and management software vendor shall provide onsite support and training to facilitate product installation, customization and limited deployment; 25) vendor shall provide a minimum of one year of maintenance support and product upgrades; and 26) must maintain the software for a minimum 5 years or provide replacement software under the maintenance agreement as part of a product upgrade. Optional requirements desired include 1) The IT inventory collection and management software will discover and collect Management Information Base (MIB) data for IP addressable network routers and switches that are contained in Simple Network Management Protocol (SNMP) agents; 2) will discover and collect Management Information Base (MIB) data for IP addressable Voice over Internet Protocol (VoIP) switches and devices; and 3) will discover and collect Management Information Base (MIB) data from Mainframe Computers and AS-400 devices. Interested vendors must be able to provide verifiable proof by submitting information in sufficient detail to clearly demonstrate their ability to meet the above Agency requirements. Vendors responding should indicate whether their services are available on the GSA schedule. Pricing data may be submitted. This is not a request for proposal and the Government does not intend to pay for information submitted. Requests for copies of a solicitation will not be honored or acknowledged. Respondents will not be notified of the results of the evaluation of the data received. No contract award will be made on the basis of responses received; however, this information will be used in SSA?s assessment of capable sources. Two copies of responses to this notice should be submitted within 20 calendar days of this publication and should refer to SSA-RFI-04-1502.
