REQUEST FOR QUALIFICATIONS: Resident Engineer/Construction Management for Construction of a Slip Ramp & Intersection Solicitation No. RFQ-2004-010 The Presidio Trust, a Federal government corporation and 501(c)(3) organization, is soliciting statements of qualifications from qualified companies to provide Resident Engineering and construction management services during the construction of a slip ramp from Richardson Avenue to Gorgas Avenue at the Presidio of San Francisco, CA, in accordance with Caltrans? Standard Specifications, dated July 1999, Caltrans Construction Manual, Contract Documents and Special Provisions for the Letterman Redevelopment Richardson Avenue Project. The Resident Engineering services shall at a minimum provide a currently licensed Professional Engineer (PE). The Presidio is a National Park and a National Historic Landmark. Through this Request for Qualifications (RFQ), the Trust plans to select one firm demonstrating experience in one or more of the following areas: (1) Professional Construction Engineering Services; (2) Construction Management, Coordination, Scheduling, Inspection, Construction Staking and Materials Testing; (3) Pre-construction administration and services; and (4) Knowledge and experience with Caltrans construction administration policies. The Trust anticipates awarding one contract with a Period of Performance for approximately six (6) months. Estimated start date is March 2004. Minimum qualifications include: Professional Engineer (PE) ? Registered in the State of California as a Professional Engineer Civil Engineer with a minimum of 5 years experience on projects of similar scope and complexity; Construction Inspector ? Minimum of 5 years experience on projects of similar size and complexity; Surveyor ? Minimum of 2 years experience on projects of similar scope and complexity and Certificate(s) of Insurance. Submittals will be evaluated based upon criteria set forth in the Request for Qualifications (RFQ), including but not limited to: (1) Project Team, including Professional Engineer, Construction Inspector and Surveyor, including Key Personnel and Project Management; (2) Demonstrated Experience of the Professional Engineer, Construction Inspector and Surveyor on projects of similar scope and complexity within the last 3 years, including knowledge with Caltrans construction administration; (3) Work Plan Approach, including makeup of the team and individual roles and responsibilities; (4) Past Performance, including references. This procurement is for competition among business concerns qualified under the criteria and size standards in 13 CFR for NAICS Code 541330 ($4,000,000 average annual receipts). Qualified small businesses (including small disadvantaged businesses, minority-and-women owned small businesses) are encouraged to respond. The Presidio Trust is a wholly owned federal government corporation and is not subject to the Federal Acquisition Regulation (FAR).
