Description
Description This is a combined synopsis-solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The proposed procurement will be conducted under the Simplified Acquisition Procedures (SAP), FAR Subpart 13.5. The North American Industry Classification System (NAICS) code is 621511 and the small business size standards in number of employees 1,000. This solicitation is being conducted under full and open competition however all things being equal, preference will be given to U.S. small businesses. Please indicate your business status on your response. The following FAR and AIDAR provisions and clauses apply to this solicitation and are incorporated by reference. FAR 52.212-1 Instructions to Offerors-Commercial Items (Oct 2000); FAR 52.212-2 Evaluation Commercial Items (Jan 1999) (see evaluation factors below); FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (July 2002); FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Feb 2002); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2002), and AIDAR 752.7000 Marking (Jan 1993). An offeror should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The United States Agency for International Development, Regional Mission for Central Asia Republics, Almaty (USAID/CAR) intends to purchase equipment and supplies for Polymerase Chain Reaction (PCR) Laboratory which will allow reference laboratory to: 1) accomplish molecular- epidemiological studies on the prevalence of HIV, hepatitis viruses and other infectious diseases; 2) to create the state methodological PCR diagnostics center in order to train the laboratory specialists; 3) as the PCR diagnostics in Uzbekistan will develop rapidly in future, it would benefit to create the controlling reference materials and accomplish the following tasks: a) surveillance of the test- systems quality for the PCR diagnostics; b) quality control program of the PCR laboratories. The following are minimum requirements: all components must be new, not refurbished and operate on 220 volt, 50 Hz current and be filled or supplied with European, two-prong, grounded plugs, power cords and sockets. Description of terms, conditions, and procedures for obtaining spare or replacement parts for equipment provided, both during and after the period of warranty. 8. Previous experience in the provision of similar or related equipment to agencies of the US government, such as the Centers for Disease Control and Prevention, the National Institutes of Health, the Defense Department, the Food and Drug Administration and other. 9. Identification of items on the list that are available for ordering from a Federal Supply Schedule. Order will be placed on or before January 31, 2004. The Government intends to evaluate offers and award a contract without discussions. Therefore the initial offer must contain and meet all the Government specifications and requirements. The Government reserves the right to conduct discussions if the Contracting Officer later determines discussions are necessary. The Government may reject any or all offers and waive informalities and minor irregularities in offers received. The award decision will be based upon, in descending order of importance, price, technical compliance and quality, past performance, and warranty terms. The Government's preference is to award one contract for all items. However, the Government may determine it is more advantageous to place separate orders for line items where there is a significant cost savings available on one or more items. Issuance of this combined synopsis does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of the proposals.
