Description
1. This is a Request for Expression of Interest and Information covering commercial services (leased space warehousing and port cargo handling of bagged and packaged food aid commodities) prepared in accordance with FAR subpart 12.6, as supplemented with additional information and requirements in this notice. This is not a solicitation ? Expressions of Interest and Information are requested. A written solicitation may be issued in the future. For reference, the North American Industrial Classification System (NAICS) code is 493130, food products warehouse. 2. BROAD PARAMETERS -- The purpose of this notice is to seek Expressions of Interest and Information regarding possible warehouse space near an East Africa/Red Sea seaport for the preposition and temporary storage of U.S. Government donated food aid commodities. The government will use the expressions and information to determine possible sites for the preposition of donated food aid commodities to meet urgent regional food aid requirements. Food commodities consist of bagged (50kg) wheat, corn, flour and other products as well as packaged vegetable oil. The government?s current estimate for storage requirements ranges between 10,000 mt and 50,000 mt. During the term of any future contract, commodities will be rotated in and out of the warehouse, but total tonnage should remain between this lower and upper range. Expressions of Interest shall be submitted by U.S.-licensed Freight Forwarders to provide warehouse space, port cargo handling, customs clearance, custodial and logistics services, covering food commodities, for the United States Agency for International Development (USAID) under our Title II Food Aid Program. Eventual contract performance will primarily take place in and near a port selected by the agency. Donated food aid commodities may arrive at the discharge port on a break bulk or containerized basis. The eventual contractor shall clear donated cargo through cooperating country customs, duty and tax free (temporary import); take delivery (possession) of food aid commodities at the port; provide transport to the leased warehouse facility; store, protect and control the food commodities, including fumigation; and re-deliver (re-export) commodities on a F.o.B. warehouse door or on a f.a.s vessel basis, (customs cleared, and perform any forwarding duties ? to include preparation of all re-export documentation for clearance into the destination country) to organizations designated by USAID. Food commodities shall be stored in a manner which ensures ease of access for inspections and fumigation. The eventual contract (if any) will be a fixed rate contract for the port handling and warehouse services. 3. INFORMATION SOUGHT In Your Expression Of Interest - A) Port and potential warehouse location, clean, infestation-free and secure conditions, relative port and warehouse cost/price indications, political stability and security, labor, port congestion, suitability for the task, weather/humidity conditions, and general statement of available resources. Ability to rotate commodities to and from ongoing food aid programs. B) U.S.-flag and foreign flag vessels (liner and non-liner service) calling at the port ? frequencies, type and flag of service. Connections to other ports in and around Africa, the Red Sea and the Persian Gulf. C) Transportation connections and resources between the port and warehouse and the region in and around Africa, inclusive of trucking, ocean and air. D) Customs clearance (temporary import and re-export duty and tax free) -- current requirements, procedures and relationships, documentation and ease for clearing U.S. government donated humanitarian assistance food aid commodities. E) USAID is interested in any other information that will assist with our selection of the best value locations, handling, storage and protection of food aid commodities in the east Africa and Red Sea region. 4. EXPRESSIONS OF INTEREST shall include sufficient information and documentation (possibly including maps, charts, data, major published tariffs or costs, port facilities, warehouse photographs, customs regulations, representative vessel schedules, etc.) to indicate the propose port/warehouse compliance with the above factors and capability to fulfill USAID?s requirements. Expressions and information should be no longer than 12 pages. 5. DATE, TIME AND PLACE FOR RECEIPT OF EXPRESSIONS: Submit written or electronic expressions to USAID by Monday, January 19, 2004 at 1600 hours (Washington, D.C. local time).
