Description
This notice announces the intent of the Federal Aviation Administration (FAA) to conduct a public-private competition in accordance with Office of Management and Budget (OMB) Circular A-76 (revised May 29, 2003) for Automated Flight Service Station (AFSS) services. The FAA will conduct a standard competition as outlined in Attachment B, subparagraph (d) of the Circular. The FAA is conducting a single acquisition using the tradeoff (???best value???) method. Offerors intending to serve as prime service providers for this acquisition shall provide written or E:Mail notice to the FAA Contracting Officer no later than January 15, 2004. An initial draft copy of the AFSS solicitation including the Performance Work Statement (PWS) outlining the requirements for services under this competition is also being released. The FAA seeks prime service providers that have recent knowledge, capability, and experience of operations in an A-76 environment, similar to the current mission critical, complex, and geographically dispersed AFSS operations. Private sector offerors that do not respond with their intent by January 15, 2004 will not be eligible to compete as a prime in this acquisition. To maximize effective competition the list of potential prime service providers will be posted on the FAA Contracting Opportunities web page for potential teaming and subcontracting opportunities. Comments to the initial draft solicitation are due by January 25, 2004. Additional information on the AFSS acquisition may be found on the ACA website at WWW.faa.gov/aca
