Description

This is a total set-aside for HBCU/MIs. The Department of the Army announces the fiscal year 2004 Centers of Excellence for Battlefield Capability Enhancements (BCE). The objective of this program is to develop research collaborations between posts econdary minority institutions and Army facilities in selected research areas that are critical to battlefield performance. Awards will be limited to institutions appearing on the 2003 US Department of Education list of Accredited Postsecondary Minority I nstitutions. The institutions must qualify as a Doctoral/Research-Intensive institution or as a Master??????s Category I or Master??????s Category II under the Carnegie Classification. The BAA contains additional eligibility information. Approximately $2.5 million fiscal year 2004 funds are expected to be available for awards under this solicitation. This solicitation involves a 2 stage process: 1) white papers will be due 26 January 2004; 2) full proposals will be due 22 April 2004. See the BAA for address(es) and instructions for the preparation and submission of the white papers and the proposals. The BAA will only be available via the internet. The BAA will be available for downloading and viewing at http://www.aro.army.mil (click on Funding Op portunities) on or about 22 December 2003.
