- Description
- The Department of the Navy, Naval Air Systems Command (NAVAIR), Naval Undergraduate Flight Training System Program Office is planning the acquisition of an Undergraduate Military Flight Officer Multi-Place Aircraft Training System (UMFO MPATS). The UMFO MPATS (T48TS) will consist of a minimum of 16 COTS business class jets with integrated Non-Development Item (NDI) multimode radar; a COTS Ground-Based Training System (GBTS), curriculum, and all associated equipment, materials, and training software; spare parts and peculiar support equipment; classroom instructors and contractor logistics support services, required to ensure that the proposed training system can support the instruction of the students to accomplish the T48TS Terminal and Enabling Objectives. The T48TS replaces the T-39 and its associated ground-based systems in support of Commander, Naval Air Training (CNATRA) Undergraduate Naval Flight Officers (UNFO) training program. NOTE: In keeping with the Federal Acquisition Regulation Part 2 definition of a commercial item, the contractor does not have to have FAA certifications for the baseline aircraft at the time of proposal. A full and open competition will be awarded on BEST VALUE. The contract will be a base year with four one-year options. The place of performance for training for military flight officers will be at TRAWING 6, Pensacola, FL. The initial aircraft is required to be delivered within 24 months of order, with remaining aircraft required to be delivered within 18 months of order. GBTS is required to be delivered in phases as required to support syllabus validation and verification, Initial Operational Capability and Final Operational Capability. Contractor Logistics Support services will be required for three years, from October 2006 through September 2009. The draft Request For Proposal (RFP) will be available on the NAVAIR Electric Solicitation Website on or about 23 January 2004 at http://www.navair.navy.mil/doing_business/open_solicitations under N00019-04-R-0084. The final RFP will be issued on or about 10 May 2004, with proposal due 45 days later and award anticipated to be made on or about 19 November 2004.
