Description
The United States Environmental Protection Agency (EPA), Office of Enforcement and Compliance, Office of Compliance, anticipates conducting a full and open competition for technical support for compliance activities. This requirement will be awarded as a multiple-award, Cost Plus Fixed Fee (CPFF) contract for technical support in the areas of compliance monitoring and inspections. Such inspections will be in support of EPA's regulatory enforcement, compliance monitoring, compliance assistance, and information gathering activities related to all media statutory authorities. In addition, sector-based technical and administrative work assignments shall be performed. The offeror shall also provide expert witness testimony in support of compliance and enforcement activities when required. Other areas of support include training, data management, including data entry and analysis, information systems programming support and reporting. The subject contract is anticipated to have a 2-year base period, one (2) year option period, and one (1) year option period for a total potential period of performance of sixty (60) months. The total requirement will be for a level of effort of 90,110 hours including the base and option periods. The North American Industrial Classification System (NAICS) code for this effort will be 541620, Environmental Consulting Services, with a size standard for small businesses of $6 million. It is anticipated that the solicitation will be released on or about February 13, 2004. Proposals will be due approximately 30 days following the issuance of the solicitation. This is a follow-on procurement to EPA contract numbers:68-W-99-039, 68-W-057, and 68-W-99-058. The solicitation and its amendments will be available via the Internet at www.epa.gov/oamhpod. Prospective offerors should download the solicitation from the Internet site, as hard copies of the solicitation will not be provided. The formal solicitation, amendments, procurement updates and other related information and items will be posted on the Internet and may be downloaded from the website listed above as they become available. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. Telephone requests or inquires will not be taken.
