- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for ITEM 1: 1 Each NO/NO2/NOx Analyzer. Specification of (NOx/NO Analyzer) 1. The system shall be capable of measuring hot, moist sample gas directly from the combustion exhaust and simultaneously displays the NO, NOx and NO2 values. 2. The analyzer shall possess two parallel reactions chambers which can simultaneously measure NOx and NO concentrations based on chemiluminescent method. 3. Measurement range: (selectable multi-range) 0-10/0-100/0-1000/0-10000 ppm. 4. Linearity (in range): ? 1% FS or better 5. No zero drift 6. Heated sample tubing: 160?C to 190?C 7. Sample flow rate : less than 2 l/m 8. Minimum detectable concentration: 0.1 ppm or lower 9. Dry air (for O3 generator): from ambient air 10. Humidity range: 5-95% rel. H (non-condensing ambient air) 11. Temperature range: 10-40 ?C (ambient) 12. Power voltage: 115 V/60 Hz 13. Interface: RS 232 and/or IEEE-488 14. Analog output: 0-1 V or 0 -10 V or 0-5V 15. The system shall include analyzer, oil free vacuum pump, bypass pumps, ozone scrubber, power cables, all signal cables and tubing 16. Warranty: 1 year, includes parts and labor The provisions and clauses in the RFQ are those in effect through FAC 01-17. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334516 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Building 21, Cleveland, OH 44135 is required within 6-8 weeks ARO. Delivery shall be FOB Destination. . The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by January 5, 2004 by 4:00 PM EST to Glenn Research Center, ATTN: Kelly Boos MS 500-306, 21000 Brookpark Rd, Cleveland, OH 44135 and MUST INCLUDE solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), Cage code, quantity, unit price, extended price, identification of any special commercial terms, and be signed by an authorized company representative. Missing information delays award and may disqualify company from consideration. Offerors shall provide the information required by FAR 52.212-1 (Oct 2003), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (OCT 2003), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (OCT 2003), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.219-4, 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.232-29, 52.232-34. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
