Description
NASA/LaRC has a requirement for a Progressive Wave Tube (PWT) Control System Upgrade. NASA/LaRC intends to purchase the items from M+P International who is the only known responsible source that can meet Agency requirements. The control system upgrade will be used to conduct acoustic response testing in the NASA Langley Research Center Thermal-Acoustic Fatigue Apparatus. This control system upgrade is required to maintain software and hardware compatiblity with the existing PWT control system. M+P International is the only known manufacturer of a narrow-band PWT control system. It would take substantial duplication of time and money for another company to offer a similar product that could meet this requirement, and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 2, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
