- NASA/SSC is seeking potential sources to perform Test Operations at the John C. Stennis Space Center, and Marshall Space Flight Center. The effort will consist of non-personal technical and management services in support of Test Operations at the John C. Stennis Space Center, MS and Marshall Space Flight Center, AL. This new contract is expected to replace existing contract requirements in the following areas: Stennis Space Center; functions in the existing Test and Technical Services Contract (TTSC) supporting rocket propulsion activities. Functional areas include; test operations, high-pressure gas, industrial water, cryogenic fluid operations, and mechanical and electrical system maintenance. Marshall Space Flight Center; all functions under the existing Test Operation and Support Contract. Functional areas include; test operations technicians and test facility maintenance personnel. The major elements of the Statement of Work are to-be-defined (TBD) but will likely include three main sections: (1) Management and Administration, which includes: manage and administer an integrated contract team that is trained and certified in all necessary skill types for safe and environmentally compliant test activities that are consistently on time and within budget. (2)=20=20=20=20 Test & Engineering Core Capability, which includes: engineer, operate, maintain, and manage test core capabilities. Provide management of data, including delivery, storage, dissemination, and archiving of test data.=20 Maintain and operate existing a secure configuration control system.=20 Provide and maintain analytical tools and methodologies. (3)=20=20=20= =20=20=20=20 Test Project Implementation and Test Performance Capability, which includes: project management, support, scheduling, design and develop test systems, drafting, special studies, construct and fabricate test systems, activate test systems, conduct tests, and conduct test project closeout/reviews. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on the NASA Acquisition Internet Service (NAIS) and concurrently posted on FedBizOpps. It is the responsibility of potential offerors to monitor these sites for the release of additional information pertaining to this synopsis. The anticipated release date of a draft RFP for industry comment will be on or about 11/8/02 with release of the final RFP on or about 1/18/03 with an anticipated proposal due date on or about 2/28/03. These dates are preliminary and specific dates will be included with the documents when they are released. In accordance with FAR Part 9.104-2, and in an effort to help prospective offerors make an appropriate business decision on whether or not to compete in this acquisition, the following special standards will apply to this acquisition. 1. Test Operations or related experience with multiple NASA Center's and/or the Department of Defense a. Demonstrated capability in storable and cryogenic engine and component testing, solid rocket motor, and hybrid rocket motor testing. b.= =20 Design, develop, and operate special test equipment and test systems, including data, controls, propellant, pressurants, altitude, and fluid flow. c. Demonstrated ability to work with other contractors at the same location 2. Demonstrated Strategic Management Capability a.=20 Complete work process integration across distributed locations b. Proven integrated project management utilizing best commercial practices with respect to control procedures and project management information systems c. Best commercial practices for total systems and facility management d.=20 Personnel resource leveling across distributed work locations e.=20 Integrated logistic management (e.g.; propellants and high pressure gas management) f. Ability to provide surge manpower from corporate or other resources. 3. Experience a in Performance Based Contracting (PBC) environment Potential offerors are asked to submit a statement of interest to the contracting officer listed below. The statement must include the following: Name and address of the firm; average annual revenue for the past 3 years and number of employees; ownership; size of business (large, small, small-disadvantaged, 8(a), HUB-Zone, Veteran-owned, and/or woman-owned); and number of years in business. Additionally, indicate if your interest is directed at the potential prime contract or subcontract level. If your interest is directed at the subcontract level, please list the skills or technical areas of expertise your firm could offer. DO NOT SUBMIT ANY PROPRIETARY INFORMATION. The statement of interest is due by 3:00 pm, on October 17, 2002, to the Contracting Officer listed below.=20 This procurement will be conducted under full and open competition as set forth in FAR 6.1. The applicable North American Industry Classification System (NAICS) code is 541330 with a size standard of $4,000,000. The period of performance is TBD. This requirement is subject to the Service Contract Act of 1965, with the primary places of performance at John C. Stennis Space Center, MS and Marshall Space Flight Center, AL. NASA/SSC will continue to conduct one-on-one discussions with potential offerors until release of the final solicitation. This synopsis is for informational and planning purposes only.
