Description
The U.S. Coast Guard Engineering Logistics Center is seeking potential sources for the Coast Guard requirement to establish a program under a requirements-type contract to exchange/recondition the following Detroit Diesel Engines: (1) Detroit Diesel 6V92 DDECIII Engine without transmission, Master Serial #6FF017536 for the Port Marine Engine and Master Serial #6FF017535 for the Starboard Marine Engine and hang-on equipment; (2) the 12V71 Diesel Engines with Twin Disc MG-514 transmission and hang-on equipment, Master Serial #12VA66188 for the Port Marine Engine and Master Serial #12BA80667 for the Starboard Marine Engine. Only Original Equipment Manufacturer (OEM) replacement parts shall be utilized from Detroit Diesel and Twin Disc. The objective of this program is to provide higher reliability at a lower cost than that provided by industry overhaul methods. These engines are currently installed on 55? and 47? Coast Guard boats. This contract will require the use of Detroit Diesel authorized repair facilities and Twin Disc parts. A requirements contract, consisting of one (1) base year and four (4) option years is anticipated. The above mentioned engines shall be provided to the contractor in a reusable shipping containers. The warranty requirement shall be a 2-year storage, 1500 hour or 1 year after installation of engine. It is the Government?s belief that only Detroit Diesel and/or their authorized repair facilities, and Twin Disc, can furnish the required parts and ensure the proper form, fit, and function of all its components. Concerns having the expertise and required capabilities to furnish the above items are invited to submit complete information discussing the same within 15 calendar days from the day this notice is posted. Additionally, other potential sources desiring to furnish other than Detroit Diesel and Twin Disc parts are required to submit the following information: (1) Complete and current engineering data to demonstrate the acceptability of the offered parts (i.e., salient physical, functional, and performance characteristics) and/or (2) Data that the offered parts have been satisfactorily manufactured for the Government or the Original Equipment Manufacturer. This data must include sufficient information to allow the Coast Guard to evaluate the information relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this contract. The Government does NOT intend to pay for information solicited. See Numbered Notes 12, 22, and 26. This synopsis is issued pursuant to FAR 6.203-1 and TAM 1206.302. The Department of Transportation (DOT), Short Term Lending Program (STLP), offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
