- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-18.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334119 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested Contractors may submit a quotation.*** *** The LBIR facility at the National Institute of Standards and Technology is seeking to purchase a blackbody infrared source for use in a high (10-6 Torr) vacuum, cryogenic (20 K) environment that is capable of sustaining a cavity temperature of 800 K. *** ***All interested quoters shall provide a quote for the following: Line Item 0001: One (1) 800K Black Body Infrared Source. The blackbody shall be similar to or better than Mission Research Corporation Blackbody part number 23403 and shall meet or exceed the following salient characteristics (1) Shall have a blackbody cavity with the following: (a) Heaters placed with axial symmetry about the cavity?s length with a combined 20 ohm to 30 ohm resistance, (b) at least two platinum RTD 100 ohm temperature sensors with accuracies of ?50 mK, (c) a cavity exit aperture of no less than 0.275? diameter and, (d) a core theoretical emissivity greater than 0.995 as viewed into the cavity within a 13 degree full cone angle with respect to the normal to the exit aperture plane; (2) The blackbody cavity shall have the following thermal characteristics: (a) Temperature range of 160 K to 800 K when heat sunk at 20 K or 80 K, (b) Temperature range of 400 K to 800 K when heat sunk at 300 K and, (c) Temperature stability of 50 mK in one hour after temperature change after reaching 1 degree of set point; (3) Total power dissipated by the source package shall not exceed 25 W when the heat sink is at 80 K and the cavity temperature is 800 K, and approximately 90 % of this heat dissipation shall be thermal conduction through the mechanical heat link; (4) There shall be an electrical connector located on the back side of the source package that shall provide convenient electrical connections to the heaters and temperature sensors; (5) Mechanical mounting shall be provided on the backside of the source package, allowing for flexible mounting in different applications. The mount design needs to be similar to the Mission Research Corporation black body specified above, with any deviations from this needing to be addressed in your quotation and will be taken into consideration during technical evaluations; (6) Outer surfaces shall be polished and outermost radiation shield shall also be gold plated. Mounting plate and electrical connector on backside of blackbody housing need not be polished; (7) The entire package shall be no greater than a cylinder of 1.75? diameter for the first 1.907? back from the exit aperture surface and no larger than 2.125? diameter for the next 1.5? of length. The total length shall be 3.25? any exceptions shall be noted on your quotation and will be taken into consideration during technical evaluations; (8) Delivery must be made within 4 weeks from receipt of order and, (9) At least a one-year warranty shall be provided. *** ***The Contractor shall state the warranty coverage provided for the black body source.*** ***Delivery shall be provided no later than 30 days after receipt of an order and shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ***Award shall be made to the offeror whose quote offers the best value to the Government, technical, past performance& price will be considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance and 3) Price. Technical capability and past performance shall be more important than price. Evaluation of Technical Capability will be based on the information provided in the quotation. Offerors shall include product literature, which addresses all specifications & clearly documents that the product offered meets or exceeds the salient characteristics identified herein. Past Performance will be evaluated to determine the overall quality of the product & service provided and the Contractor?s history of meeting delivery schedules for prior deliverables. The Contractor and the system quoted shall have a proven record of reliability. Evaluation of Past Performance shall be based on the references provided and/or the quoters recent and relevant procurement history with NIST or its? affiliates. ***The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. *** ***The following clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions?Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items including subparagraphs: (13) 52.222-3, Convict Labor; (14) 52.222-19 Child Labor ?
