- Off-Riser Sampler System REQUEST FOR PREPROPOSAL STATEMENT OF INTEREST CH2M HILL Hanford Group, Inc. (CH2M HILL) in conjunction with the U.S. Department of Energy (DOE) Tank Farm Contract is soliciting interest and information from qualified firms having the capability of performing the design and build of an Off-Riser Sampler System (hereafter referred to as the Sampler System). The Sampler System needs to be deployed and field-ready in the summer of 2004. The Sampler System will encounter wastes to provide representative samples. The normal operation of the Sampler System is based on the most severe parameters from Low Active Waste (LAW) or High Level Waste (HLW). The general performance requirements for the system are a Glovebox, Deployment System, and a Sampler. The Glovebox is responsible for containment of possible waste emissions. It shall also incorporate the following components; a Deployment System, a Sampler, and a Spray Wand. The Deployment System (Hose Reel and Umbilical) shall support, lower, and raise the Sampler. The Sampler shall be capable of collecting liquid, sludge, and solid tank waste off-center of an open riser and from the bottom of the tank. It is the intent of CH2M HILL to provide the maximum practical opportunity for small businesses to participate in contract performance. Therefore, small businesses, small-women owned businesses, small disadvantaged businesses, and small service-disabled businesses are encouraged to apply. Interested parties are hereby requested to review and provide comments on the information provided within the Specification RPP-18793, which is attached as a separate file. ? A Quality Assurance Program based on the ASME NQA-1 Basic Requirements 1-18 or a CH2M HILL an approved equal will be required to perform this work. ? 10 CFR 820, General Statement of Enforcement Policy (Price Anderson Amendment Act). The enforcement actions require compliance with 10 CFR 820 and Procedural Rules for DOE Nuclear Activities. Suppliers and subcontractors may be subject to enforcement actions of these regulations.
