Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) No. F97952. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 108. The North American Industrial Classification System (NAICS) code for this acquisition is 421490. The FDA intends to issue a purchase order for a brand name or equal for an Amersham Biosciences AKTA Purifier. The FDA?s Instrumentation and Biophysics Branch (IBB) requires the ability to purify biomolecules from complex starting materials derived from cell lysates, tissue homogenates, recombiant protein expression systems and other sources for research efforts in food safety and counterterrorism. The system must be able to perform separations based on a variety of sample characteristics, such as molecular weight, net surface charge, and hydrophobicity, while retaining biological activity. Based on the requirement listed, the Amersham Biosciences Aktapurifier 10 with Control (13440201) is the system identified to meet the specifications. The purifier and its associated control programs provide the following features: titanium pump heads, and the entire flowpath is inert to halides, which are commonly used in biochemical chromatography. The pump is able to mix buffers to a specified pH and conductivity, using the pl of the buffer, and compensates for temperature and conductivity. Thus allowing for a single set of buffers to be used for experiments at different pH?s. The UV monitor is capable of simultaneous detection at any 3 wavelengths, between 190 & 700 nm, suing a single lamp. The lamp is automatically turned off at the end of each run, to extend its life. The software allows automated, unattended methods development (?Scouting)?, by allowing up to 99 runs to be set up in advance, varying one or more chromatographic parameters each run. The software also has an editable Column Library, which contains the relevant parameters for each column. This prevents operator error in setting these parameters, extending their life, and insures the column is run at optimum parameters. It will ?watch? any sensor, and take a specified action if a threshold value is crossed. For example, the flow can be reduced if the pressure approaches the column?s limit or the fraction collector can be turned on if a peak is detected. The instrument can be manually controlled at all times, even during a run, without passing or ending the run. This allows the operator to intervene should something go wrong, without sacrificing the run. All components are completely controlled by the software, insuring run-to-run reproducibility. All commands, whether programmed or manual, are logged, and data from all sensors is collected and saved with each run. This allows GMP/CLP compliance, and greatly assists in troubleshooting. Evaluation/award will be based on the technically acceptable quote that offers the best value to the government. All quotes shall include the following: price; FOB point; a poc (name and telephone number); GSA contract number if applicable; delivery date (delivery date is of the utmost importance); business size; payment terms, Dun and Bradstreet number and registration into the Central Contractors Registration (CCR).
