Description
DEFENSE FINANCE AND ACCOUNTING SERVICE (DFAS) Equal Employment Opportunity (EEO) Software Tool Suite and Services Request for Information (RFI) This RFI is being used solely as a Market Research tool. This Request for Information is to assist the Government in determining if there is sufficient industry interest in supplying an automation platform for the EEO Complaints and Affirmative Employment Program (AEP). Service Providers are requested to submit a brief Statement of Capabilities, limited to no more than 10 pages, including attachments, to Cheryl.marquez@dfas.mil by 4:00 p.m. EST, January 5, 2004. This automation platform will enable DFAS EEO practitioners to perform necessary tracking, management and reporting activities in support of DFAS EEO Complaints and AEP programs. The software solution must support DFAS EEO requirements for case management and tracking. These requirements include, but are not limited to: the ability to create, manage, track and report on EEO cases; provide role-based access control, with various user levels and a system administrator role; the ability to attach documents to a case record; the ability to email all or part of a case record to a selected individual or group; and the ability to vary business rules for the completion of case events. The software solution must support DFAS EEO requirements for complaints and AEP reporting. These requirements include, but are not limited to: the ability to generate standard complaints reports, including the 462 report and Title III of the NO FEAR Act; the ability to generate ad hoc complaints reports; the ability to generate standard AEP reports; the ability to generate ad hoc AEP reports; and the ability to store data queries for ad hoc reports. The software solution must support DFAS EEO technical and security requirements. These requirements include, but are not limited to: be a web-based COTS product; utilize thin client installation with no support or client-side files required; support 10 concurrent users; support multiple levels of security defined by User and Role; and support SQLServer and Oracle9ias platforms. The software solution must be Section 508 compliant. Furthermore, the vendor must meet other DFAS EEO requirements. These requirements include, but are not limited to: provide maintenance and support, ensuring product remains current and a help desk is available; provide training and documentation to DFAS EEO; provide support for product installation and configuration; provide support for content migration; and ensure software is fully integrated and compliant with other DFAS systems. DFAS is an organization with a 15,000 member staff (employees and contractors) that serves the financial and accounting needs of several Defense Agencies including U.S. military members, retirees, annuitants, defense civilians and defense contractors. DFAS is distributed across 6 major centers in the United States and at over 50 offices supporting customers worldwide. The EEO solution shall be available only to DFAS EEO and other required parties to process complaints and to generate reports filed within the Agency.
