Description
The objective of the EQZ Supplemental Housing Certificate Program is to issue certificates to as many of remaining approximately 600 domic-dwelling families in Gyumri as possible. The USAID EQZ Recovery Program was designed to assist the Government of Armenia (GOAM) to meet its stated obligation to compensate households which lost public housing in the 1988 earthquake, have not been compensated, and continue to live in temporary shelter. The best estimate of the EQZ Recovery Program contractor, Urban Institute, is that upon completion of the ongoing housing certificate issuance under the current contract, there will remain in the city of Gyumri, approximately 600 families who meet the program eligibility criteria, and physically reside in domics (trailers or shipping containers intended to provide temporary shelter to families who lost their homes in the 1988 earthquake.) The applications for these families have been collected by The Urban Institute program staff, but will not be processed under the existing contract due to lack of necessary funds to issue them housing certificates. The contractor will be obligated to complete the processing of the applications for housing certificates collected in the city of Gyumri remaining at the completion of the EQZ Recovery Program in July 2004, identify those applicant households currently residing in domics in the city of Gyumri, and issue housing certificates of values corresponding to the housing space requirements for the households, to the extent allowed by available funding. Once issued, the contractor will manage the redemption process as per the procedures established under the EQZ Recovery Program, and ensure that funds are transferred to the bank accounts of, first the certificate recipient, then the seller, as per the terms of the sales contract. Ownership title to the purchased property is to be issued/registered to the beneficiary family. The contractor must complete program close-out by December 31, 2004. The total program budget is estimated to be approximately $2.7-3 million including the cost of 500 housing certificates. The estimated number of families who have already submitted applications under the EQZ Recovery Program, meet eligibility criteria, and reside in domics in Gyumri is 600. At an estimated 83% successful redemption rate, approximately 500 certificates would need to be funded. The final, exact figure will be determined by the final mix of certificates issued?different face values for different housing size requirements, the actual success rate, and the amount of funding obligated under this contract. USAID contemplates the award of a Cost Reimbursement-Fixed Fee Completion Contract as a result of the solicitation. Receipt of this presolicitation notice through the internet must be confirmed by e-mail notification to the Acquisition Specialist in Yerevan at ayeghiazarian@usaid.gov if you wish to be notified of any amendments to the solicitation. The subject line should read ?Notice of Interest?, and the body should address physical address, as well as e-mail return address. USAID/Armenia anticipates issuing the solicitation on or about January 20, 2004.
