- Description
- The U.S. Agency for International Development (USAID), in conjunction with Section 3008 of the Food Security and Rural Investment Act of 2002 (Farm Bill) "Assistance for stockpiling and rapid transportation, delivery and distribution of shelf-stable prepackaged foods", is looking for expressions of interest from U.S. non-profit organizations (see section 501(a) of the Internal Revenue Code of 1986) for the preparation of shelf-stable prepackaged foods requested by eligible organizations and the establishment and maintenance of stockpiles food in the U.S. USAID will make grants available to non-profit organizations to carry out the above activities. Preference will be given to non-profit organizations that provide one of the following: a.) Non-Federal funds in an amount equal to 50 percent of the amount of funds received under the grant; b.) An in-kind contribution in an amount equal to that percentage; or c.) A combination of such funds and an in-kind contribution for the preparation of shelf-stable prepackaged foods and the establishment and maintenance of stockpiles of the foods in the U.S. The intent of this program is to facilitate the use of donated food in international feeding so that food donated can be processed, packaged, stored and transported overseas in time of need. To minimize the risks of spoilage and to facilitate transport, products should be shelf-stable and prepackaged rather than raw. Commodity packaging should be compatible with container shipment. While any shelf-stable prepackaged product is of interest, experience suggests that the majority of product uses will be in institutions such as medical facilities, schools or charitable shelters for children, HIV/AIDS victims or the elderly. In addition to those nonprofit organizations solicited above, Private Voluntary Organizations (PVO) and International Organizations (IO) who can provide for the rapid transportation, delivery, and distribution of shelf-stable prepackaged foods to needy individuals in foreign countries are encouraged to notify USAID of their interest in participation in this program. USAID, subject to availability of funds, the food made available from the nonprofit suppliers, the appropriateness of the available food for each program and the steps demonstrated by the PVO or IO to manage the food provided, will enter into separate grants with those organizations. It should be noted that these grants will be small but will provide for ocean and inland freight costs as well as a reasonable amount of handling. Again, please note that while preference is given to those non-profit organizations that physically process raw commodity into shelf-stable and prepackaged food, those non-profit organizations receiving donated shelf-stable and prepackaged food from other organizations and who prepare and consolidate these donations in order to make them available to overseas PVO or IO programs through their receipt, stockpiling and storing these foods are also encouraged to respond to this notice.
