- This is a SOURCES SOUGHT NOTICE to determine the availability of potential sources to privatize the natural gas distribution system and wastewater collection system at Scott Air Force Base, Illinois. The following information is only an estimate of the size, scope, and general description of the natural gas and sanitary wastewater utility systems at Scott AFB and is subject to change. Scott AFB is an active military installation located near Belleville, Illinois, approximately 25 miles east of St. Louis, Missouri. The base is located on 3,230 acres of Air Force owned land. It has over 2000 facilities including military family housing units. Natural Gas System: Scott AFB plans to privatize natural gas lines in one area of the base; Scott Lake Housing area (TLF?s), which has twelve regulators. There is approximately 4000 ft. of polypropylene gas line in this area. The recently constructed Patriots Landing housing area has natural gas lines but they have not been turned over to the base yet. These gas lines may be available for privatization when they become government property. Wastewater System: The wastewater treatment system includes a collection system and a treatment plant. The collection system consists of approximately 25 miles of pipe ranging from 4?to 21? in diameter. The pipe is primarily vitrified clay and concrete, although PVC, cast iron and ductile iron pipe are also used. The wastewater treatment plant, originally constructed in the 1940?s, has received several modifications and currently treats 2 million gallons per day with an expansion capacity to 3 million gallons per day. The Contractor(s) shall furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate the utility system(s) in a safe and reliable condition. The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. Real property interests will be conveyed in the form of a Right of Way as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. At this time, no solicitation exists: therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. Vendors having the skills and capabilities necessary to perform the stated requirement are invited to provide information to contribute to this market survey/sources sought including, commercial market information and company information via e-mail or facsimile (703-767-2387) to Mily Le, no later than March 31, 2004.
