Description
Engineering services are required for the preparation of plans, specifications, cost estimates, related studies, and all associated engineering services for the planning, design and construction of the Sandhill project (also known as Polk County Ditch 19) located approximately five miles north of Climax on Highway 220, Polk County, Minnesota. The project?s purpose is to stabilize the coulee which is the outlet from Polk County Ditch 19 at Highway 220. The proposed design concept calls for installing a structure which passes the water directly into the Red River from the east end of the coulee, without allowing the water to proceed down the remainder of the coulee to the present outlet to the Red River of the North. The goals are to avoid further erosion, stabilize the coulee, convey water safely to the Red River, and protect the Sandhill church and cemetery, and the land owned by two adjacent landowners. The contract is expected to involve several investigations in addition to the design and construction oversight of the hydraulic structure. These may include, but are not limited to: 1) a fluvial geomorphology assessment of the Red River to assure a stable outlet, 2) a geotechnical analysis of the soils, 3) a detailed survey of the project area, 4) soil mechanics analysis, 5) hydrology and hydraulics modeling, 6) design of a full flow grade stabilization structure with a potential drop of 25 to 35 feet, and 7) construction oversight of the entire project. The estimated starting date is March 1, 2004, and the expected delivery for the design plans and specifications is November 1, 2004. The expected completion date for the contract is November 1, 2005, after the project is constructed. The contract will be a firm-fixed price contract. The estimated value of the construction project is between $1 million and $5 million. Funding is through the NRCS EQIP program. Those firms that meet the requirements described and wish to be considered must submit an SF330 to Steve Muyskens, Contract Specialist, Natural Resources Conservation Service, 375 Jackson Street, Suite 600, St. Paul, MN 55101. It must be received in this office no later than 4 p.m. on the 30th calendar day after the date of appearance of this announcement in FedBizOpps. Should the due date fall on a weekend or holiday, the SF330 will be due the first workday thereafter. The SF330 must clearly indicate the office location where the work will be performed and the qualifications of the individuals and subcontractors proposed to work on the contract and their geographical location. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of the firm, specialized technical expertise, or other requirements listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms considered to be the most highly qualified to provide the type of services required will be chosen for negotiation. Selection of firms for negotiation shall be through an order of preference based upon demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required. All firms responding to this announcement will be evaluated on the following factors which are shown is descending order of importance. 1. Professional capabilities; 2. Specialized experience and technical competence, including soil mechanics, hydrology, hydraulics, surveying, structure design, construction oversight, and other as required; 3. Capacity to accomplish work in the required time; 4. Past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; 5. Quality control experience; 6. Geographical location and knowledge of the locality of the project, provided that the application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and 7. Experience with NRCS standards and specifications. Firms must provide a customer reference list with addresses and telephone numbers, and bidding records (low bid vs. estimate) for all projects listed as related experience, and a project workload schedule showing proposed team members for the project period.
