Description
The Government intends to issue a solicitation to acquire Acoustic/Release Transponders using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The request for Quotes will be for a firmed fixed price Indefinite Delivery/Indefinite Quantity(IDIQ)- consisting of a base and four one-year options. Delivery order(s) will be issued on an as-needed basis with a minium quantity of 5 each year and maximum quantity of 40 each year. Delivery will be 30 days after placement of each order. FOB Seattle, WA. Proposed acoustic/release transponders must meet the following specifications: Mechanical - Static working load through the case (no tension rod): 5000 kg; minimum depth rating: 6000 meters; weight in air: not greater than 30 kg; length - not greater than one (1) meter, corrosive resistant housing and fasteners; designed for ease of maintenance; proven reliability on long term deployments; 12 months minimum. Acoustical - Fully compatible with Edgetech 8011A acoustic command deck unit; release must work with deck unit as a stand alone; No computer interface needed; working range: 10 km; Commands: Enable, Disable, Release, Spare; Enable and Disable commands will be confirmed with a timed pingrate output; Release command will be confirmed with a timed pingrate output differing from that of Enable and Disable; Acoustic release attitude (horizontal or vertical acknowledged by timed pingrate with a change in period. (Tilt sensor range 25? +/-5?); Receive sensitivity: 80dB re 1uPa; Interrogate frequency: 9 or 11 kHz (as ordered); Reply frequency: 7.5 to 15 kHz in 500 Hz increments as ordered; Reply frequency: 7.5 to 15 kHz in 500 Hz increments as ordered; minimum reply source level: 190 dB re 1 uPa @ 1 meter; Ping to ping transpond function for ranging; Turnaround time delay: 12.5 ms +/- 0.4 ms; Reply pulse width: 10 ms; Minimum of 2000 unique commands codes. Batteries - Alkaline batteries-field installable; minimum two-year deployment life with an 40,000 single pulse replies. This is a Total Small Business Set-Aside and is under the North American Industry Classification System Code 334511, Business Size Standard 750 employees. CENTRAL CONTRACTOR REGISTRATION (CCR)- In accordance with Section I, FAR clause 52.204-7, Central Contractor Registration, all vendors wishing to do business with any Federal Government Agency must be registered in CCR after October 1, 2003. The CCR system is intended to be a highly secure, single repository of current and accurate vendor data. Vendor registration is required in the CCR to be eligible for award of any contract. Annual renewal is required to remain active. There is no cost to register in CCR. CCR registration data will be used to streamline contract payments and to assist Federal Agencies in complying with the mandate that all Federal payments are to be made by EFT (Debt Collection Improvement Act of 1996). Registration can be completed via the World Wide Web at http://www.ccr.gov. There is a CCR Handbook available to provide detailed information on data you will need prior to beginning the on-line registration, as well as steps to walk you through the registration process. You must have a DUNS number in order to begin your registration. If you do not already have a DUNS number, you may obtain one by calling Dun & Bradstreet, Inc., at 1-866-705-5711 or 610-882-7000. There is no cost to obtain a DUNS number. A copy of the solicitation, will be available on or about January 27, 2004, through the Government website at http://www.fedbizopps.gov. Interested parties should use the FEDBIZOPPS ?register to receive notification? and ?register as an interested vendor? feature which provides notification when the RFQ becomes available for download and all postings associated with the solicitation. No paper copies will be available. It is incumbent upon interested parties to register at the solicitation?s site for notification and to review the site frequently for any updates/amendments to any and all documents.
