Description
The U.S. Department of Energy, Savannah River Operations Office (SR), near Aiken, South Carolina, intends to negotiate a Sole Source procurement with Parsons. Parsons is currently completing Title II design activities for the design and construction of the new Glass Waste Storage Building. The new requirement is to provide Title III engineering services for the design that will be issued for construction in late January 2004. In addition to Title III requirements, Parsons may provide some incidental services such as quality control and configuration management services associated with the design during the construction phase of the project. This is a Sole Source Procurement and is not a request for competitive quotes. The statutory authority under FAR 6.302-1(a)(2) authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. Title III design activities will require the design firm to provide a Professional Engineering certification to any changes to the design. SR?s research indicates that only the original design firm can certify changes without duplicating calculations that will have negative impacts to cost and schedule. Otherwise qualified firms that believe they can provide Title III services without a negative impact to the project must respond to this notice prior to close of business on Wednesday, January 7, 2004. Offerors responding to this notice must demonstrate their ability to provide an equivalent service, rationale as to why they should be considered and demonstrate that bringing in another Title III contractor does not impact cost or schedule.
