Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Solicitation FU252243390100 is hereby issued as a Request for Quote. This solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18. This acquisition is 100% set-aside for small businesses and NAICS code 541380 applies, which has a small business size standard of $6,000,000. The Clear AFS power plant requires a contractor to accomplish Non Destructive Examinations (NDE) of main steam piping in the power plant. The NDE inspection will use Radiography techniques or similar method that will best suite the piping to be inspected and is agreed upon by the Government. The contractor will also assume that all piping will be charged up to 600 pounds per square inch superheated steam and insulated. PLEASE SEE STATEMENT OF WORK provided below. In addition to the information required above, the following additional information must be provided: TIN #, Cage Code, Duns #, and Vendor POC email and telephone #. Submit signed and dated quotes and resumes to 354 CONS/LGCB, preferably by email to david.black@eielson.af.mil, by fax to (907) 377 - 2389, or by mail to 354 Broadway Ave Unit 5B, Eielson AFB AK 99702-3112. Resumes and Quotes must be received no later than 1600 (4:00pm) AST, 26 Jan 2004 to be considered for award. STATEMENT OF WORK: The Clear AFS power plant requires a contractor to accomplish Non Destructive Examinations (NDE) of main steam piping in the power plant. The NDE inspection will use Radiography techniques or similar method that will best suite the piping to be inspected and is agreed upon by the Government. The contractor will also assume that all piping will be charged up to 600 psi superheated steam and insulated. The scope of work includes: Inspection of 220 linear feet of 8 inch main steam header piping. Inspection of 312 feet of 6-inch main steam piping to turbine generators. This piping has a total of 24 elbows and 3 tees. Piping material is seamless alloy steel ASTM A-335 Gr. P-12 schedule 40. All piping is insulated with 4.5 inches amosite asbestos insulation covered by 8 oz. weight canvas. The Contractor will furnish a written report, which states the following: a. Conditions noted. b. List of inspections accomplished. c. Copies or originals of all films and/or data collected as part of the inspection. Other factors: The contractor will be required to produce the required certifications for the type of NDE inspection performed. The contractor will provide all personnel and equipment to perform the inspections and analysis. The contractor will perform a quantitative analysis with a sensitivity level of 10 to 25% to be followed up by a qualitative analysis with a sensitivity level of 1% dependant on the findings of the quantitative analysis. The government will require the contractor to have at their disposal, engineering services to accurately provide answers in the areas of future material selection, failure analysis, fracture mechanics, life assessments, stress analysis, and corrosion evaluation. The contractor, as part of their corrosion evaluation shall be able to explain the interaction of materials, stress and the local environment to give the Government a clear understanding of the roll that corrosion played in the damage of the piping if damage is found. If required the contractor will provide chemical analysis on test samples if the contractor and the Government believe it is necessary to determine the cause of damage to the piping if damage is found. The contractor will be required to produce its quality assurance standards and be certified to ISO 9002. The contractor will be required to provide 3 examples of past performance within the last 5 years. The Contractor shall be required to commence work under the resulting contract within seven (7) calendar days after the date Contractor receives notice. This notice will not be given before 1 May 2004. The government will provide to the best of its ability man lifts and scaffolding in order to reach inspection areas. The contractor must understand however that it may need to provide it?s own scaffolding and work platforms if the power plant does not have the required material. The Government at no cost to the contractor will furnish meals and lodging at Clear AFS.
