- DESC: 1. CONTRACT INFORMATION: Two (2) contracts will be awarded to perform planning and design services within the boundaries or assignment area of the Great Lakes and Ohio River Division (LRD). Primary use of this contract will be to support m issions assigned to the U.S. Army Corps of Engineers, Nashville District. Projects outside the primary area of responsibility may be added at the Government??????s discretion. Each contract will be a Firm-Fixed Price Indefinite Delivery contract for a pe riod of three (3) years with a guaranteed minimum of $60,000.00 averaged over three (3) years. Task orders will be issued on a negotiated firm fixed price basis. The total amount of all task orders will not exceed $3 million; individual task order limit i s $1 million. Anticipate the contracts to be awarded in May 2004. One of the two contracts is restricted to Small Businesses, and the other contract is unrestricted, open to all businesses regardless of size. If a large business is selected for this con tract, it must comply with FAR 52.219-9 and DFARS 219-7003 regarding the requirement for a subcontracting plan. The subcontracting goals for the Nashville District with Small Businesses are 43.8% including small disadvantaged business of 18.0%, women-owne d small business of 6.5%, HUB Zone small business of 3.0%, service-disabled veteran-owned small business of 3.0%, and HBCU/MI of 12.9%. A small business firm is one with annual receipts averaged over the past 3 fiscal years not exceeding $4,000,000.00. T he NAICS code is 541330. Groups with prime-sub relationships or joint ventures will be considered as well as firms having all disciplines in-house. 2. PROJECT INFORMATION: The firms submitting must clearly demonstrate their experience and ability in pro ducing Corps of Engineers civil works planning and design documents such as, but not limited to, 905B Civil Works Reconnaissance Studies, Civil Works Feasibility Studies, Civil Works Project Study Plans, Financial Capability Analyses, and Civil Works Econo mic Analyses. All CADD services must be compatible with Micro-Station Version 8.0 or later. 3. SELECTION CRITERIA: See Note 24 for general A-E selection process. The selection criteria are listed below in descending order of importance. Criteria A-D are primary. Criteria E-G are secondary, and will only be used as tie-breakers among technically equal firms. A. Specialized experience and technical competence of the prime firm and any subcontractors in performing the type of work described in para graph 2 above. Evaluation factors will include: depth and diversity of knowledge and experience in developing these types of Corps civil works planning documents for water resource type projects, ecosystem restoration type projects, stream bank protectio n projects, water supply planning studies, flood damage abatement studies, and recreation planning studies; knowledge and experience within the Tennessee and Cumberland River basins; the effectiveness of the proposed management structure and the prior work ing relationship between a prime firm and any subcontractors. Experience in development of plans and specifications for the type of activities listed above should also be demonstrated. A single point of contact between the A/E and the Government project manager must be clearly identified. B. Professional qualifications of the key project management and technical personnel to be assigned to the contract. Evaluation factors will include the education, training, experience, and registration of these per sonnel. Their level of participation in the referenced project examples should be clearly demonstrated. C. Past performance and experience on DOD and other contracts with respect to cost control, quality of work, and compliance with schedules. D. Capacity of firm to accomplish the work. Work will often require simultaneous action on several study and design tasks at any one time. Capability to respond to these tasks in a quick and effective manner must be demonstrated. E. Extent of participation of small businesses including women-owned and service-connected veteran, small disadvantaged businesses, historically black colleges and universities, and m inority institutions in the proposed contract team, measured as a percentage of the total estimated effort. The prime contractor is expected to perform 50% of direct labor for professional services. F. Geographic proximity of the office responsible fo r task order negotiations and production of the work in relationship to the Nashville District Office and the general geographical area of the Nashville District. G. Volume of DOD contract awards in the last twelve months as described in Note 24. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Firms desiring consideration are invited to submit 2 copies of an updated and accurate SF 254 and SF 255 not later than the close of business 01/23/2004. A current SF 254 is re quired of all a contractors team members (subs and consultants as well as prime). The contract team will designate one office as the office to manage the contract and clearly reflect key disciplines and experience in THAT OFFICE ONLY, in addition to prese nting the teams overall disciplines. The prime contractor will clearly identify those tasks to be performed in-house as well as those tasks to be performed by team members. Include the firms ACASS number in SF 255, Block 3b. Also, the business size stat us (small and/or minority) should be indicated in SF 25, Block 3b. The contractor will show the office location of each key person listed on Block 7 of the SF 255. Experience identified in Block 8 should not be more than 10 years old. Material presented in block 10 of SF 255 should be carefully edited and should not present information previously conveyed in blocks 7 and 8. In Block 10 of SF 255, state why your team is specifically qualified based on the selection evaluation criteria. The submittal will include a description of the teams quality control plan, and an organization chart formatted by disciplines, not tasks. Only the SF 254 and SF 255 packages will be reviewed. Cover letters and extraneous material are not desired and will not be considered in the official selection process. For ACASS information call 503-808-4591. Firms submitting SF 254 and SF 255 by the closing date will be considered for the work. Faxed copies of the SF 254 and SF 255 will not be accepted. No other general notificatio n to firms under consideration for this work will be made and no further action is required. This is not a request for proposal. Personal visits for the purpose of discussing the work are discouraged. All contractors must be registered in the Central Co ntractors Register in order to be awarded government contracts or to be paid on any newly awarded government contract.
