- Description
- The Department of the Interior, GovWorks is seeking potential contractors on behalf of Walter Reed Army Medical Center to provide a TCP/IP-based, secure, and compatible Telepathy system to the Pathology Department of the Walter Reed Army Medical Center (WRAMC) in support of the Army Medical Department (AMEDD) Telepathology Program that will interface with all existing telepathology systems within the AMEDD. The TeleMicroscopy System has to be compatible with seventeen (17) other systems to integrate compression, image processing, instrument manipulation, full motion to a multi-dimensional dataset and data storage. GovWorks/Doi intends to issue a Purchase Order in accordance with FAR 13.5, Test Program for Certain Commercial Items. This competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund of behalf of Walter Reed Army Medical Center, Telemedicine Directorate. SCOPE OF WORK 2.0 REQUIREMENTS 2.1 The contractor shall provide a live control microscope, allowing user to navigate slides in real time over the secure Army wide- and local-area networks. 2.2 The system must allow for up to 25 synchronized viewers to access the scope at the same time in order to meet the Continuing Medical Education (CME) requirements of the Army. 2.3 Image quality for live remote control automatic image updates must be able to be a minimum of 24-bit color with a resolution of 1376 x 1024 pixels. 2.4 All image windows must be able to be adjusted in size and position on the user's screen. 2.5 Each slide must provide for a simultaneous viewing of both a summary and detailed view. 2.5.1 The summary view must be able to be configured to be scanned with either a 2x or 4x Optical objective. 2.5.2 The summary view must provide a tracking mechanism that displays to the user where the slide was viewed in this session. 2.6 The image of both views must be able to be modified (contrast, brightness, or sharpness) by the local viewing PC without making any adjustments to the slide for other participants viewing the slide. 2.7 The image adjustments (brightness, contrast, sharpness) of both views must be automatically applied even with image update. 2.8 The system must not utilize H.323, MPEG, or similar full motion video for live microscope image transmission. 2.9 The system must support up to 6 Optical objectives. 2.10 The system must include a 60x Plan Apochromat Optical objective. 2.11 The system must include a 2x Plan Achromat Optical objective and 4x, 10x, 20x, and 40x Plan Fluorite Optical objectives. 2.12 The system must support 0.5x, 1x, and 2x virtual objectives in the live microscope window. 2.13 Users must be able to access any of the available objectives (0.5x, 1x, 2x, 4x, 10x, 20x, 40x, and 60x remotely). 2.14 The system must support automatic background illumination correction in the live microscope window. 2.15 The system must support real time mirroring about the x and y axes of the live microscope image. 2.16 The system must have a manual auto focus to manipulate the slide image. 2.17 The displayed live microscope image must be navigable through either selection by mouse or through the use of 8-directional arrow keys within the application that will move the image in user defined increments. 2.18 The system must have the ability to overdraw on a given slide and be able to enter text onto the slide image so that remote sites can see the over printing. 2.19 The system must be able to capture images of a given slide and display them side by side with the existing image. 2.20 The system must be able to take snapshots of an image and save them in Bitmap, TIFF, or JPEG formats. 2.21 The system must work at bandwidths as low as 28.8 Kbps, yet scalable to take advantage of higher bandwidths. 2.22 The system must support utilization of TCP port 2000. 2.23 The system must support remote user adjustment of shutter speed, gain, and individual color channel white balance settings. 2.24 The system must provide for integrated grossing to view objects such as gross tissue specimens in real time. 2.25 The system must digitize and display the real time grossing view at a minimum of 640 x 480 pixels. 2.26 The system must allow for both the local and remote site to indicate areas of interest on the gross sample. 2.27 The system must be able to archive stored images of the slide overview and/or specific regions of interest of the slide to the hard drive or other storage device. 2.28 The system must provide the ability to load and unload previously stored slideoverviews so as to allow instant remote access to a previously stored slideoverview corresponding to the microscope slide on the stage. 2.29 The system must run on a standard off-the-shelf commercial PC. 2.30 The system must be able to run on the Windows NT/2000/xp platform. 2.31 The system must use a standard downloadable viewer that can run on any standard Windows based PC. 2.32 The system must be DITSCAP compliant in order to be placed on the DoD network. 2.33 The system must be easy enough for the user to install and configure. 2.34 The system must be completely compatible with the existing Tele-Pathology architecture to minimize user training. 2.35 The vender must provide 24/7 help desk support for world wide operations. 2.36 The system must provide digital camera image acquisition (not digitized analog signal image acquisition) for images displayed during live remote control automatic image updates for the clearest images possible. 2.37 The system must utilize a camera with a progressive scan CCD for optimal image quality and stability. 2.38 The system must be able to support a slide loader for a minimum of 20 to a maximum of 50 slides. 2.39 The system must be a registered FDA Class I device. 2.40 The system must be approved for use within the Department of Army through validations studies. 2.41 The system must have ability to for the local user to view digital slideoverview and the digital microscope image as well as directly visualize through the microscope binocular eyepieces. 2.42 The system must have ability to upgrade in the future with a 100x microscope objective to capture and view digital microscope images. Please describe your proposed system to meet the Government's requirement identified herein. Your description must clearly demonstrate that you can meet these requirements.
