Description
Notice of Intent: Pursuant to FAR 6.302-1, ?Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements?, the U.S. Office of Personnel Management (OPM) is planning to issue a sole-source contract to enable the OPM to obtain technical and administrative assistance from Ms. Oceola Y. Briscoe in support of the Agency?s efforts to manage and efficiently improve the adjudication of the equal employment opportunity (EEO) complaints of discrimination and the presentation of all aspects of the EEO program as it relates to a variety of audiences. The Center for Equal Employment Opportunity (CEEO) has a recurring need for various services related to the substantial and procedural issues of the administrative EEO process as required by 29 CFR 1614 and the Equal Employment Opportunity Commission (EEOC) Management Directive 110. The contractor must provide advice and technical assistance, and develop policies and procedures for carrying out program goals and initiatives. The CEEO has an extremely important responsibility for processing complaints of discrimination based on race, religion, sex (including sexual harassment), national origin, age, disability (mental and physical) and reprisal, affirmative employment goals and objectives and meeting the President?s Management Agenda. Based on the restructuring of the CEEO and its new responsibilities, the complaint processing workload has increased for the limited staff available. A critical backlog of discrimination complaints continues to exist which increases a need for outside assistance with technical knowledge for the Federal EEO process with a specialized emphasis for processing formal EEO cases Ms. Briscoe possesses unique experience and expertise derived from her working relationship and experience in the EEO office at OPM. As a former long time OPM employee, she fully understands the goals, the mission, and the culture of the Agency. She processes a wealth of knowledge and skills needed to accomplish OPM?s mission and purpose of the Federal EEO Program at OPM.. Her technical knowledge and professionalism is irreplaceable. Most federal agency EEO Programs have many subcomponents. The OPM CEEO is a one stop shop and is responsible for processing complaints, implementing EEO policy, and monitoring affirmative employment programs to promote equal opportunity and to identify and eliminate discriminatory practices and policies. OPM deems it appropriate to award a fixed-price contract on other than a full and open competitive basis. Only one responsible source is available and no other types of services will satisfy the needs of the Agency. The North American Standard Industrial Classification System (NAICS) Code for action is 561499, All Other Business Support Services, with a small business standard of $6.0 million. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. Interested parties having all the capabilities to perform the services described above are requested to submit capability statements, limited to not more than 5 pages, to be received within 15 days of publication of this Notice to: U.
