- Description
- This is a Pre-Solicitation Notice. There is no solicitation available at this time. The Defense Threat Reduction Agency plans to release a Program Research and Development Announcement (PRDA) on or about 10 January 2004. Research and Development is being sought in the Topic Area of Individual Protection. This Topic Areas is briefly described below. Multiple awards are possible. Individual Protection. The objective is to develop personnel chemical protection technologies, e.g. clothing, materials, prophylaxes, masks, respiratory systems, cooling technologies, isolation systems, that better protect, maximize operational efficiency, and minimize personnel fatigue in a chemical warfare and/or toxic industrial chemical environment. The primary chemical warfare agents of interest include the multiple variants of G-type nerve agents, V-type nerve agents, non-traditional agents, vesicants, blood agents, choking agents and incapacitating agents. The ability to address non-traditional agents and toxic industrial chemicals should be specifically identified. Protection from these materials will be required to meet a variety of missions, including attack response, assessment, inspection, decontamination, etc. The development of individual protection equipment must balance the breadth in mission needs and agent properties with the logistical burdens of personnel donning/doffing and working in inhospitable environments. The Joint Service Lightweight Integrated Suit Technology (JSLIST) should be considered the baseline technology for personnel protection. Technological advancements are needed for individual chemical protection in the areas of clothing materials, masks, lifetime indicators, cooling technologies, isolation systems, etc. This listing is not meant to be inclusive; any system or aspect of personnel protection for potentially lethal chemical environments will be considered. The new technologies and/or methods should directly address the problems associated with wearing protective equipment, including physiological strains, logistical encumbrance, and equipment compatibility. Specific information regarding the format of submissions, contents, schedules, and evaluation criteria will be provided with the PRDA. The estimated release date is 10 January 2004. This announcement in no way commits the Government to issue a solicitation or to make contract award(s).
