Description
NASA/MSFC plans to issue a Invitation for Bid (IFB) for "Construct Child Development Center (Building 4346)" PROJECT DESCRIPTION: The work to be performed under this project consists of providing the labor, equipment, and materials to construct a 15,700 square foot child development center at the Marshall Space Flight Center, Huntsville, Alabama. The project is registered under the LEED? (Leadership in Energy and Environmental Design) program and is designed to achieve the Certified level. The project consists of a concrete slab on grade, steel frame building, wall sheathing for the interior and exterior walls with brick on the exterior, and a SBS-modified bituminous membrane roof. The interior spaces include age appropriate classrooms for children ages six weeks to five years, cabinets, dining area, interior play area, kitchen, library/computer room, staff offices and staff lounge, restrooms, and communications closet. Site work includes site preparation and site grading, access driveway, parking lot, paving, potable water, and sanitary sewer. Mechanical systems include heating and ventilation at each classroom, plumbing for the restrooms and kitchen, and a fire protection system. Electrical systems include interior and exterior lighting, power distribution for equipment, and convenience receptacles. The order of magnitude for the procurement is $1,000,000-$5,000,000 and the effort shall be completed within 270 calendar days after notice to proceed. All packages requested must be in writing and contain the Company Name, Address, and Phone/Fax numbers. Request for RFP packages should be made to the below listed personnel. Safety records of the prime contractor and subcontractor will be a consideration at award time and the prime contractor must have an EXPERIENCED MODIDIFICATION RATING (EMR) of 1.0 or less and proof included within the bid package. The prime subcontractors EMR rating shall be no more than 1.1. Requests for IFB packages will not be accepted less than 10 days prior to bid opening. This procurement is full and open competition. The NAICS Code and small business size standard for this procurement are 1541 and 28.5M, respectively. The anticipated release date of the IFB is on or about January 08,2004 with an anticipated offer closing date of on or about February 10,2004. The firm date for receipt of bids or proposals will be stated in the IFB. Drawings will be available from the listed POC's. All responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B".
