- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as a Request for Quote No. FA8501-04-Q-0013. This acquisition will be solicited as a sole source acquisition. DESCRIPTION OF SERVICES. This statement of work (SOW) covers scheduled and nonscheduled maintenance of the ARGUS, Ultrasonic Scanning System located in Bldg. 323, Robins Air Force Base. The contractor shall perform preventative maintenance, calibration, certification, remedial and emergency repairs, as needed to keep the system in a serviceable condition utilizing minimal downtime of Scanning System. The contractor shall furnish all labor, travel, parts and material necessary to satisfy the service requirements. 1.1 Preventative Maintenance: Shall be performed at least 4 times per year at three-month intervals. The contract service engineer shall perform preventative maintenance operations to include (but not limited to): diagnostic checks, general cleaning, lubrication, calibration and replacement of components which are worn or whose performance is questionable. The contractor shall contact the designated Government representative to establish the date and time to perform the preventative maintenance operation. 1.2 System Calibration: Annual calibration and certification of system ultrasonic and data acquisition instrumentation shall be included. Also included will be automatic calibration recall notices with priority turnaround time for all equipment covered. 1.3 Corrective Maintenance: Repair of covered items shall be accomplished on site if possible. If any item cannot be repaired on site, it will be removed from the system and shipped to the appropriate service center or hand delivered by the contractor at no additional cost to the government. If the item cannot be returned to operational service within 48 hours a suitable substitute will be installed. The original item removed must be restored to proper operating condition, returned to the government, and either installed within a responsible time frame, normally 30 days, or placed in local inventory as spare. In the event an item cannot be repaired, the contractor shall inform the government representative in advance. 1.4 Software Maintenance: Provide both telephone support and installation of all new revisions of the system?s software. Service engineers will assist in archive and storage procedures of critical data. 1.5 Telephone Support for advice and technical guidance will be available during normal business hours. 1.6 All replacement parts furnished by the contractor shall be identical to or equivalent substitutes for the original configuration of the removed parts. The limit allowed for parts shall be $40K per year. 2. SERVICE DELIVERY SUMMARY (SDS) Performance Objectives SOW Paragraph Performance Threshold Preventative Maintenance 1.1 Completion within a two-day scheduled visit with no more than 1 complaint. System Calibration 1.2 Completion a within a one-day scheduled visit with no more than 1 complaint. Corrective Maintenance 1.3 Completion within 90% of stated period with no more than 1 complaint. Software Maintenance 1.4 As stated in SOW paragraph with no more than 1 complaint. Telephone Support 1.5 Response within 4 hours with no more than 1 complaint. Replacement Parts 1.6 Not to exceed $40K limit with no complaint. 3. GOVERNMENT FURNISHED SERVICES. The government will provide telephone service (on-base and local calls only), electricity, compressed air, maintenance work stands or ladders as needed, and restroom facilities. 4. GENERAL INFORMATION. 4.1. HOURS OF OPERATION. The normal hours of operation for the base are 0700 to 1630, Monday through Friday. The contractor shall obtain base passes for all employees and vehicles. The contractor will be escorted from the Visitor?s Gate to the service area at Bldg 323.The contractor shall return passes upon leaving the base. 4.2. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY. IAW DoDI 3020.37 (Continuation of Essential DoD Contractor Services During a Crisis), and aforementioned Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that services of the ARGUS Ultrasonic Scanning inspection system, and any contingency areas identified by the Contracting Officer are essential for performance during a crisis. 5.
