Description

This is a synopsis only for information purposes. The Government has completed its Market Research and concluded only Northrop Grumman Mission Systems, Carson, CA possesses the unique capabilities to provide the Government with an additional operatio ns center in support of the Special Projects Office (SPO), Fort Monmouth to support L-Band satellite communications for FBCB2/Blue Force Tracking (BFT). This site will serve as the back-up CONUS Ops Center for FBCB2/BFT deployed systems. This Operations C enter will provide for the Data Broker, Radiant Mercury, and Packet Switch functionality. Network links will be required to the primary Ops Center. The Contractor is responsible for all required integration into the Ops Center. The contractor shall prov ide operational documentation and training to designated trainees. The contractor shall have the Operations Center tested for connectivity and operational by 31 March 2004. This is in support of ongoing OEF/OIF efforts. Contractor must ensure that the O ps Ctr supports integration and exchange of data with programs and systems that are linked to the FBCB2 System. This procurement is to be acquired on a sole source basis as a modification to contract DAAB07-02-C-E201 with Northrop Grumman Mission Systems and is supported by a. Justification and Approval for Other Than Full and Open Competition in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1. See Note 22. .
