Description
The North American Industry Classification System (NAICS) Code is 113310 and the size standard is 500 employees. Elements of the work include NAICS 562219, 562920, 115310, therefore offerors should review the requirement to determine if they can perform the work listed and are interested in this requirement. This requirement is a total small business set-aside. The work includes operating and maintaining Government-owned facilities for debris collection and disposal, collecting the debris from Franklin D. Roosevelt Lake, and disposing of the debris. The work is located on Franklin D. Roosevelt Lake (part of the Columbia River behind Grand Coulee Dam, Washington), near the town of Kettle Falls, Washington. The collection facilities are located at the mouth of the Kettle River (approximately River Mile 707), and at China Bar (approximately River Mile 724), and the disposal facility is located at Boise Cove, downstream from the mouth of the Kettle River (approximately River Mile 702). The work includes capturing floating debris, containing it with log booms and towing it to Boise Cove, removing the debris from the river, and disposing of the debris. The incumbent has provided this service for the past 25 years. They have the necessary equipment, resources, and skilled labor to accomplish the work. The solicitation for this project will be a negotiated, best-value solicitation. The solicitation will require you to submit a technical proposal (and separate price proposal) that addresses the evaluation factors stated in the solicitation. The offeror's technical proposal must propose the method of disposal and provide documentation for evaluation of the proposed method, including identifying the equipment and resources to perform the disposal, and proof that the proposed method is acceptable to the State of Washington. The technical proposal must also document and establish that the offeror: 1) understands the requirement; 2) has the necessary experience to accomplish the tasks; 3) has the equipment necessary to perform the work; and 4) has skilled labor that meet the Coast Guard marine regulations for water work as specified in the solicitation. All evaluation factors will be addressed in the solicitation. The solicitation will be available on CD-ROM in Adobe Acrobat format on or about January 16, 2004, and offers are due approximately February 19, 2004 (these are estimated dates). To obtain a copy of the CD and be included on the planholder list, interested offerors must register on our website at www.usbr.gov/pn/contracts/. If you don't provide your DUNS (Data Universal Numbering System) and TIN (Taxpayer Identification Number) on the electronic registration form, we will not send the solicitation to you. Telephone requests for the solicitation won't be accepted. There is no charge for the first copy of the CD and $15 for each additional copy requested. We reserve the right to issue the solicitation on paper if it becomes necessary. Notice: Pursuant to guidance from the Office of Management and Budget and the Department of the Interior, effective October 1, 2003, Government contracts will only be awarded to contractors registered in the Central Contractor Registration database.
