Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written document will not be issued. DTCG38-04-Q-500002 is issued as a Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2001-17. The applicable NAICS number is 334515; small business size standard is 500 employees. This procurement is a Small Business Set-Aside. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5. The USCG Aircraft Repair and Supply Center in Elizabeth City has a requirement to purchase 24 Each Brand Name or Equal Cannon Load Banks, Electrical – Cannon PN# L-20, NSN: 6150-01-494-6299, which meets the Governments firm requirements and the following salient physical and functional characteristics: Non-Developmental Item, Commercial-Off-the-Shelf (COTS). GENERAL: Lightweight, portable, Electrical Load Bank capability of field servicing and testing of 115/200 Volt 400Hz Coast Guard aviation engine driven generator sets or ground power units. FEATURES: Self-contained, air-cooled unit; Plug Test Pins for connecting test leads to output pins A, B, C, N, D, E, and F; Meters: 0-250V voltmeter, 0-350A ammeter, 360-440 Hz frequency meter; Phase Indicator lights; Phase Rotation indicator lights to indicate correct or reverse phase; Circuit indicator for interlock circuit; Circuit Protection Devices; Thermal protection (protecting the unit from damage in an overload condition);Equipment manual to include operation, maintenance, schematics and illustrated parts breakdown; Carrying handles; Carrying Case with wheels and handle for ease of transport. ELECTRICAL: Fully adjustable, load 0 to 120 kilowatts minimum; Receptacle to accept 400Hz aircraft ground power plug; 28 V supply to provide voltage for interlock circuit. PHYSICAL: Maximum Weight of 70 lbs; Maximum Volume of 3 cubic feet. The Cannon Load Bank PN# L-120, identified as "brand name or equal", reflects the characteristics and level of quality that will satisfy the Government's needs. "Equal" products must meet the salient physical, functional or performance characteristics specified. Offers of "equal" products, including "equal" products of the brand name manufacturer must clearly identify the item by brand name if any, make or model number, and include descriptive literature such as illustrations, drawings, and brochures. Offers must clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. The brand name or equal description intent is to permit prospective contractors to offer products other than that specifically referenced by brand name. Packaging: Packaging, packing and preservation shall be in accordance with best commercial practices to enable shipment to destination and transshipment to Coast Guard units without repackaging or incurring damage during shipment and handling. Items shall be individually packaged and labeled. Labeling shall include the appropriate, Part Number, Nomenclature, Quantity, Purchase Order and Line Item Number. Labeling data shall be attached to the outside of the shipping container. Packaging material shall not consist of popcorn, shredded paper, Styrofoam of any type, or peanut packaging. The internal packing material shall be sufficient to prevent damage during shipment, handling and storage. Bar coding is not required. Quotes may be submitted F.o.b. Destination or F.o.b. Origin, Freight Prepaid. F.o.b. Origin quotes MUST include shipping costs. Items are to be delivered to U.S. Coast Guard Aircraft Repair & Supply Center, Bldg. 63, Elizabeth City, NC 27909-5001. Inspection and acceptance of material shall be performed by USCG Aircraft Repair and Supply Center Receiving Personnel. Items delivered shall be new material. Reconditioned/used material is not acceptable. Drawings are not available and cannot by furnished by U.S. Coast Guard. Closing date for receipt of quotes is 10 Dec 2003 10:00AM EST.
