Description
The purpose of this notice is to provide formal public announcement of an A-76 acquisition that seeks to identify potential sources to provide various citizenship and immigration information services. Department of Homeland Security, U.S. Citizenship and Immigration Services, is conducting a Standard Competition in accordance with the Federal Activities Inventory Reform (FAIR) Act of 1998 and the Office of Management and Budget (OMB) Circular A-76, Performance of Commercial Activities, dated May 29, 2003. This notice is not a request for proposals and in no way obligates the Government to award any contract. The competition will include work currently performed by Immigration Information Officers and Contact Representatives under the FAIR Act Activity Code D604-Customer Service Contacts. The work includes providing a broad range of information services to customers with respect to citizenship and immigration benefits, options for applying for benefits, and related procedures and services. In some contexts this involves conveying and applying existing materials; in others it involves individually synthesizing answers from a variety of legal materials. The work also includes providing a wide variety of customer services, such as handling select service transactions and screening applications, along with issue and problem identification and resolution activities. The work being opened to competition is currently completed by Government employees. The number of in-house full time employees (FTE) and estimated dollar value of contract support likely to be included in the scope of competition is approximately 1100 FTE with no subcontract support. The Competition Officials are as follows: Competitive Sourcing Official, Michael Aytes; Contracting Officer, Laura Zuchowski; Agency Tender Official, Paul Novak; and Source Selection Authority, Michael Mattice. The projected draft Performance Work Statement (PWS) issuance date is January 16, 2004. The anticipated date for receipt of comments on the draft PWS is on or about January 30, 2004. The projected date for issuance of the solicitation is mid March 2004 with the projected end date, to include the completion of the source selection process and announcement of the award decision, subject to possible appeals or protests, is August 13, 2004.
