- PSC DEMOCRACY & GOVERNANCE ADVISOR POSITION USAID/TANZANIA SUBJECT: USAID/Tanzania Solicitation for Personal Services Contractor (PSC), Democracy & Governance Advisor The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications (Standard Form 171?s or Optional Form 612) from U.S. citizens, permanent residents, or third country residents (TCNs) interested in providing Program Manager services as described in the attached solicitation. Final compensation will be based on individual?s salary history, working experience and educational background. PERIOD OF PERFORMANCE: Two years PLACE OF PERFORMANCE: Dar es Salaam, Tanzania SECURITY ACCESS: Secret POSITION DESCRIPTION/SOW: I. BACKGROUND USAID/Tanzania (T) is a sustainable development Mission with four strategic objectives in Health/HIV/AIDS, Natural Resource Management, Democracy and Governance and Private Sector Development. The Mission is in the last year of its current eight-year strategy and is in the process of developing a new 10-year Country Strategic Plan (CSP) that will go into effect in fiscal year 2005. Mission management anticipates submitting the CSP for approval in Washington in April, 2004. The Mission has identified democracy and governance as a key sector for its new strategy and has obtained approval from Washington to develop a new strategic objective as part of the new CSP. The new SO will dovetail from the current SO: Civil society and government are more effective partners in governance. The SO currently in effect has three intermediate results and focuses on building the capacity of key civil society organizations to advocate more effectively for key interests, and strengthening parliament. USAID assistance in support of these intermediate results has taken a number of forms. The DG Office has a cooperative agreement with Pact to implement a civil society capacity building activity. The International Center for Not-for-Profit Law has a sub-grant from Pact to work with NGOs to advocate for a legal framework supportive of an independent NGO sector. The Center for Private Enterprise, another Pact sub-grantee, works with business associations to improve their public policy advocacy skills. The State University of New York holds a contract to implement a legislative strengthening program. This activity is co-funded by the British Department for International Development. The DG Office also has received additional funds to implement a five year anti-corruption initiative. The activity is currently being designed, but the broad parameters include designing and implementing a public expenditure tracking system at the district government level, and improving the capacity of the media to report more effectively on public financial transparency. The DG Office also has received ESF funds for civic and voter education in Zanzibar. The activity is currently being developed in close consultation with the Embassy and other major donors. In the summer of 2003, USAID/T was notified by USAID/W that it would receive additional funds for the General Education in Islamic Communities initiative. These basic education funds have been obligated through the DG Strategic Objective Agreement and are part of the DG SO. A separate set of results and indicators are being designed for this activity which will be implemented exclusively in Zanzibar?s two main islands. II. STATEMENT OF WORK A. General The Democracy and Governance Advisor will serve as the team leader for the DG Strategic Objective and as the principal consultant to the USAID Mission on all matters pertaining to democracy and governance as they relate to USAID?s strategy. The Advisor will report to the Mission Director. The Advisor will be responsible for: 1) managing the democracy and governance office of USAID/T; 2) leading the design of appropriate strategies and plans for supporting the development of democracy and good governance in Tanzania; 3) leading the implementation of basic education activities in Zanzibar; 4) facilitating the proper coordination and integration of USAID democracy and governance activities within the Mission portfolio; 5) participating in and representing USAID?s interests in donor coordination fora; 6) coordinating activities with the Embassy?s Political and Economic Section; 7) closely following developments in Tanzania?s political arena; and 8) providing policy advice and analysis to Mission Management on topics related to democratic development in Tanzania. B. Specific Duties and Responsibilities 1. Program Management ? Assuring effective implementation of existing activities. ? Serving as cognizant technical officer for various grants, cooperative agreements and contracts. ? Directing management of the day to day operations of the DG portfolio, including making decisions on implementation issues, assigning responsibility for program management and implementation matters to team members, and assuring that activities are carried out in accordance with all applicable Agency and Federal regulations, and Mission orders, procedures and requirements. ? Convene and lead expanded strategic objective team meetings. ? Overseeing effective financial management of the DG portfolio, including procurement planning, monthly pipeline reviews, quarterly accrual exercises and regular consultations with the Controller?s office. ? Leading the production of semi and annual reporting requirements. ? Overseeing the development, implementation and management of the performance management plan. 2. Strategy Development ? Proving analysis, advice and recommendations to Mission management and staff regarding the formulation and development of the DG strategic assistance area for the new CSP ? Participating, as required, in the development of the Mission?s CSP, results framework and indicator design and revision, resource requests, and other strategic planning and reporting requirements. ? Participating as member of the Mission?s Strategic Planning Coordination Committee representing the DG Team. 3. Office Management and Supervision ? Serving as team leader for the democracy and governance team, and supervising staff of three Foreign Service Nationals and periodic consultants as required. ? Completing staff performance evaluations, review and revise staff position descriptions, managing staff issues and delegate appropriate responsibilities, approving requests for leave and travel. ? In consultation with staff, developing individual training plans. ? Providing technical, managerial and administrative leadership for the DG office, scheduling regular office meetings, outlining vision for the SO, and raising issues with Mission management as necessary. ? Ensuring proper management of the DG budget. ? Ensuring timely responses to queries and taskers from Mission management, the Embassy and USAID/Washington. ? Responding to ad hoc requests for assistance from a variety of local and international organizations. ? Participate in regular Mission management meetings, training committee meetings, and other ad hoc meetings. 4. Coordination ? Participating as a regular member of the Development Assistance Committee?s (DAC) Governance Working Group, the DAC sub-committee on Zanzibar, and the Zanzibar Education Sector Working Group. ? Working closely with Embassy Political Office to ensure coordination of efforts. ? Maintaining regular contact with a variety of Tanzanian actors, including leaders in civil society, government officials, Members of Parliament, academics, and political party officials. 5. Other General Management Duties ? Continuously gathering information about, and keeping current on, developments pertaining to democracy and governance in Tanzania and reporting such developments to Mission and Embassy management as necessary. ? Carrying out other tasks related to democracy and governance activities as might be assigned by Mission management. The Advisor is expected to be capable of making informed judgments and will be given significant latitude to make decisions on implementation direction. As a highly qualified professional, substantial reliance is placed on the employee to independently plan and carry out specific activities entailed in fulfilling major duties and responsibilities. The Advisor will also be expected to resolve conflicts and problems within the DG Team and to report such resolutions to the Mission Director. Periodic travel within Tanzania and to the islands of Zanzibar will be required. C. Supervision and Relationships All work will be carried out under the guidance and supervision of the Mission Director. The Advisor will serve as the Democracy and Governance Team Leader and will supervise three Foreign Service Nationals (FSNs). The Advisor will maintain regular contact with major bi- and multi-lateral donors and participate in regular meetings described above. The Advisor will also consult regularly with the Embassy?s Political Officer and will serve on the Democracy and Human Rights Funds Selection Committee, chaired by the Deputy Chief of Mission. He/she will also coordinate closely with all other SO Teams, the Program Office, the Controller?s Office and the Executive Office in furtherance of his/her duties. D. Length of Contract Two years initially, with the option of renewal up to a maximum of five years (based on mutual consent of the parties and availability of funds). E. Required Qualifications 1. Education and Prior Work Experience ? At least an advanced degree in political science, management, international relations, law, public administration, or a related field. Those without advanced degrees should have a minimum of eight years of professional experience in a related field. ? A minimum of five years of progressively more responsible work experience in the field of democracy and governance. ? Documented experience in strategic planning and activity design. 2. Language and Communication Skills Fluent English speaking, reading and writing are required. The position has demanding writing responsibilities. Must have good interpersonal skills and be able to work constructively in a team structure. Must have demonstrated experience adapting to and working effectively in different cultures. F. Other Requirements The selected applicant must be able to obtain USAID security and medical clearances. III.
