Description
Furnish all labor, materials and equipment necessary to provide, deliver, and setup four (4) pre-engineered modular buildings at the National Motor Lifeboat School, (NMLBS), Station Cape Disappointment, Ilwaco, Washington. The bid shall be separated into a Base Bid and two Additive Bid items. The work includes, but is not limited to, the following: BASE BID: Escavate, compact subgrade and provide new concrete sidewalks as indicated at three entry locations of the modular building office/classroom complex; Install a temporary type foundation and tie-down system for the new modular classroom and office buildings. Foundation system shall be designed to meet the stringent wind requirements of this area. The foundation shall be as recommended by the modular building manufacturer; Provide all supporting utility site connections for water, sewer and power systems to existing utility point of connection locations as specified herein and as indicated on the reference drawings. The telecommunication tie-ins and cabling will be done by the Government; Design, furnish and install three new 24? x 44? modular buildings. Facilities shall include all structural, architectural, mechanical, electrical and the telecommunications conduit work as shown on the drawings and specified herein to provide a complete and usable facitily; Modular Buildings shall also include an installed complete pathway system for the telecommunications system in accordance with Specification Section 16700, ?Structured Telecommunications Cabling and Pathway System?. The Contractor shall provide telecommunication conduit, junction and termination boxes with pull wires. The wiring will be done by others/the Government. ADDITIVE BID ITEM NO. 1: Provide similar site work, foundation with tie-downs and utilities as described in the base bid for an additional 24? x 44? modular building, locker/shower room facility. Provide all structural, architectural, mechanical and electrical as shown on the drawings and specified herein to provide a complete and usable facility. ADDITIVE BID ITEM NO. 2: Provide a new covered walkway/windscreen connecting the existing NMLBS building with the new three-modular building office and classroom complex; Include a steel framed metal roofing system as depicted on the drawings. Insert a storefront window system between the steel posts to provide a glass windscreen; Provide demolition of the existing masonry wall windscreen at the existing building?s door. Install a new 4-inch thick and 8 feet wide concrete walkway from the existing building to the new modular building complex. The estimated cost of this procurement is between $250,000 to $500,000 (CONSTRUCTION BIDS ONLY). Performance period is 190 calendar days after receipt of Notice to Proceed. The applicable NAICS code is 236210. Small Business size standard is $28.5 million. All responsible sources are encouraged to respond. NO TELEPHONE REQUESTS WILL BE ACCEPTED. The date set for receipt of offers is approximately 19 February 2004. This date is estimated and may change. For security reasons all Coast Guard Drawings are available through the Federal Technical Data Solution (FedTeDS) which will have a separate link on the FedBizOps webpage identified as Technical Data Package. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard Drawings. ATTENTION: Minority, Women-Owned and Disadvantaged Business Enterprises (DBE's) The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000.00 with interest at the prime rate.
