Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number 127690 is assigned and shall be referenced on any quotation. This requirement is being conducted as a total Small Business Set Aside under the procedures of the FAR Parts 12 and 13. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-18. The Standard Industrial Classification Code is 3699, (NAICS code is 333992), the size standard is 500 employees. This solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities website http://www.fedbizopps.gov/. Should any future information be publicized regarding this acquisition including solicitation amendments, it shall be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Federal Bureau of Investigation (FBI) intends to negotiate a firm-fixed price contract on a sole-source basis with Castelo Enterprises, Inc., 9818 Ramsay Drive, Fredericksburg, Virginia 22408 for the purchase of the following: 1) One (1) Universal Laser System with Stand, Auto Focus, 2.0 Lens Capable of holding Two Cartridges; 2) Two (2) 70 Watt (total) Quick Change Air-Cooled Laser Cartridge with X-Y Beam Positioning Pointer; 3) One (1) Universal Laser System Cutting Table; 4) One (1) Universal Laser System Standard Air Assist; 5) One (1) High Torque Rotary Fixture; and 6) One (1) day of installation/training at the FBI Academy. Based on market research via catalogues and the World Wide Web, it has been determined that the FBI's requirement for a two laser cartridge system allows for greater application flexibility to engrave/mark/cut different materials. The proposed contract action is for equipment in which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This proposed procurement shall result in a One Time Buy Contract and shall begin upon the date of acceptance by the selected offeror. The standard commercial warranty is one year. Shipping Destination: FBI Academy, ERF Building, Quantico, VA 22135. This notice is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to this requirement which will be considered by the Government. Quoters who submit a proposal with other than the above-referenced equipment shall list its salient characteristics. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to award this contract without discussion, and offerors should price accordingly. The following clauses and provisions are incorporated by reference and apply to this acquisition: FAR 52.212-1 Instructions to Offerors - Commercial Items (OCT 2000); FAR 52.212-2 Evaluation - Commercial Items (JAN 1999); FAR 52.212-3 - Offeror Representations and Certifications - Commercial Items (JUL 2002); 52.212-4 Contract Terms and Conditions - Commercial Items (FEB 2002); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (MAY 2002); FAR 52.215-5 Facsimile Proposals (OCT 1997). The full text clauses can be obtained at http://www.acqnet.gov. Quotes shall be all inclusive. The FBI reserves the right to disqualify any quote that takes exception to any part of this RFQ. All quotes shall be clearly marked with RFQ #127690 and shall be submitted to Mr. Bryan V. Lane, Contract Specialist. Quoters are hereby notified that due to security issues, only faxed offers will be considered. Quotes can be faxed to (703) 632-1844. Proposals received by Wednesday, January 21, 2004 at 3:30 PM, EDT will be reviewed by the Government. Quotes not received by the designated time and date will not be accepted. Telephone requests will not be accepted.
