Description
MEDICAL ADMINISTRATIVE CLERK SPECIALTY CLINIC FLIGHT BARKSDALE AFB, LOUISIANA 1. GENERAL: 1.1. DESCRIPTION OF WORK: The Contractor shall provide non-personnel services of one full-time Medical Administrative Clerks for the Specialty Clinic Flight, at Barksdale Air Force Base. Performance shall be of a nature and scope to meet or exceed current, recognized standards of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) for the specialty. 1.2. QUALIFICATIONS: The Medical Administrative Clerk shall meet the following: 1.2.1. EDUCATION: This position requires that Medical Administrative Clerks shall have a high school diploma or equivalent. 1.2.2. EXPERIENCE AND KNOWLEDGE. The Medical Administrative Clerks shall have at least 3-year previous experience in a Medical Logistics Acquisition Environment and general office procedures, which include terminal digit filing. 1.2.2.1. The Medical Administrative Clerks shall have knowledge of basic insurance coding. 1.2.2.2. Knowledge of established clinic standards of care and JCAHO requirements for clinical and documentation protocols, safety, infection control, performance improvement, etc., to insure compliance with policies and provide consistent training and guidance for clinic staff 1.2.2.3. Knowledge of a wide variety of resource agencies available in the military treatment system and within the community to ensure proper and expedient referral of the patient and/or family member 1.2.2.4. Knowledge of various training methods; and interpersonal skills in order to develop a rapport with the patients and co-workers during which instructional and education information is presented and supportive trusting relationship is established. 1.2.2.5. Knowledge of required forms based on the patient?s medical status and general mode of treatment utilized by the professional staff. 1.2.2.6. Shall have the ability to acquire and use basic computer skills to enter patient data, extract patient information, schedule Operative Cases to include Anesthesia posting slips, Endoscopies and Minor Surgery via the Composite Health Care System (CHCS) 2. HOURS OF PERFORMANCE: Hours shall range from 7:30 AM through 4:30 PM Monday through Friday exclusive of federal holidays, exclusive of a one ?hour lunch period that is not paid by the government. The government shall pay only for the actual hours worked. However, under extenuating circumstances (i.e., equipment malfunction) duty hours may include weekends with the duty week not to exceed 40 hours in seven calendar days, and no shifts shall be scheduled to exceed 10 hours 3. SPECIFIC TASKS: The Medical Administrative Clerk,s duties shall include but not be limited to: 3.1. Administrate functions related to ambulatory encounters of care at this facility and to the preparation, maintenance, and completion of medical data during those encounters. 3.2. The Medical Administrative Clerk (outpatient) shall be responsible for initiating and carrying out a wide variety of administrative and clerical duties associated with patient care and treatment in one or more outpatient units and clinics. 3.3. Schedule and receive patients, prepare and maintain medical records, pull and file patient medical records, perform basic secretarial skills, handle telephone calls and written correspondence. Notifies patients for follow-up appointments as needed. 3.3.1. Serve as a liaison between physicians, physician assistants, nurse practitioners and other individuals. 3.4. Shall demonstrate initiative and responsibility, work as a team member, manage time effectively, prioritize and perform multiple tasks and adapt to change. 3.5. Use medical terminology appropriately, receive, organize, prioritize and transmit information and serve as liaison. 3.6. Coordinate and ensure all required documentation is annotated or in place for records disposition for patients of all assigned units and clinics ensuring that all forms are placed in the charts and appropriate entries are made (i.e., register number, patient?s name, etc., or stamp the record forms with the patient?s identification card). 3.7. Maintain required records of each patient while on a clinical Surgical Care Optimization (SCO) team within a clinic. Ensure all medical and clinical material relating to the patient is immediately filed in the charts to be available for the professional staff?s use. Ensure documentation is filed in the outpatient record for appropriate distribution, i.e., to the coding section or the medical records section. 3.8. Perform the qualitative and quantitative analyses of the various medical reports and forms included in the medical record for completeness, accuracy, and adequacy IAW current Air Force Instructions, AFI 41-210. 3.8.1 Review written notes, patient?s history and nurses documentation. Documents are reviewed daily and discrepancies are referred to the professional staff immediately. 3.9. Enter patient data, and extract patient information via the Composite Health Care System (CHCS). Shall schedule surgical operative cases to include Buck slips, Endoscopies and Minor Surgery via the Composite Health Care System. 3.10. The Medical Administrative Clerks shall perform administrative duties, which may include maintaining statistical records of clinical workload, participating in medical education programs, and participating in quality improvement functions and other duties as prescribed by the Flight Commander. 3.11. Shall assist in the management and daily operation of a clinic servicing a large number of patients with a variety of health care needs and illnesses. 3.12. Screen patients at the reception desk for eligibility and verify appointments with the appropriate health care provider. 3.13. Coordinate patient care information with other health care providers. 3.14. Maintain patient confidentiality, use appropriate guidelines when releasing information, practice within the scope of education, training, and personal capabilities, prepare and maintain medical records and document accurately. 3.15 Shall schedule appointments, consultations, and special procedures utilizing CHCS. Ensure all electronic consults are booked daily according to Tricare Standards. 3.16. The Medical Administrative Clerk shall maintain interpersonal relationships with clients/families and co-workers, which contribute to mission accomplishment. 3.17. Review outpatient records or SF 600s received from clinics for patient identification, appropriateness of documentation, and legibility. Sort documents by providers by date for entry into KG-ADS. Enters ICD9-CM/CPT codes assigned by coders into KG-ADS. Correct all errors prior to saving data in database. Insurance cases, if identified, shall be separated and forwarded to Third Party Collection for billing. 3.18. Independently monitor ADS for completeness of all encounters. Generates reports as defined by the MTF, verifies outstanding encounters and process through to completion. 3.18.1. Verify outstanding encounters against data in CHCS and updates KG-ADS appropriately (i.e., cancellations, no-shows). If appointment was kept, coordinate with clinic personnel to obtain appropriate information. 3.18.2. Initiate data entry of patient demographics into CHCS/KG-ADS as required (i.e., walk-ins, telecons), excluding ?non-count? Visits. Coordinate with ADS system administrator on any issues regarding computer system failures. 3.18.3. Generate and maintain daily reports for accountability of records. Prepare daily/weekly workload reports to show total number of records received and those that are missing (reports maintained IAW AFR 33-139, Disposition Schedule of Records, and AFI 33-332, Records Management. 3.19. Shall be required to accomplish the following from both inpatient/outpatient records: 3.19.1. Narratives where a provider has indicated a copy be sent to another provider shall be placed in a designated box in the Administration Section. 3.19.2. Medical Administrative Clerks shall take individual reports to provider?s office for signature(s). 3.19.3. The Medical Administrative Clerks shall make daily distribution of these documents to referring providers. Additional copies may need to be reproduced to meet referring providers requirements. 3.19.4. Reports that are returned to this facility with no forwarding address shall be sent back to the originating provider. Each report shall be placed in an envelope and taken to the mailroom. 3.19.5. Upon request will research and retrieve inpatient/outpatient Medicare records for quality assurance reviews, to include pulling records for JCAHO (Joint Commission of Accreditation of Hospitals). Researches and identifies appropriate records utilizing various automated systems. 3.19.5.1. File all loose medical documents in appropriate outpatient record. Perform quality checks on all outpatient records prior to returning record to outpatient record section. Coordinate activities to support quality improvement initiatives within the flight.
