- The Bureau of Land Management (BLM) is seeking services under Indefinite Delivery-Indefinite Quantity (IDIQ) contract(s) for projects consisting primarily of the survey of State of Alaska lands selected under the Alaska Statehood Act of July 7, 1958, as amended. Projects will be located throughout the State of Alaska. The contractor must perform the original cadastral survey of horizontal control, exterior township boundaries, and certain interior subdivision lines, as well as the retracement and/or dependent resurvey of certain existing boundary lines, recovery of certain existing land corners, meanders of certain water bodies, ties to existing surveys, and the establishment and monumentation of certain land corners. The contractor must be an architectural and engineering or land surveying firm. The required discipline is Professional Land Surveying Services and related support. The Land Surveying Specialists must be experienced in the application of the specialized science of land surveying in the arctic, sub-arctic, and maritime regions that exist in the State of Alaska. The contractor must work with and conduct business with BLM personnel in the Alaska State Office in Anchorage, Alaska offices.*****The contractor is required to prepare: final Township Plats with Field Notes in accordance with samples and other written guidelines furnished by the BLM. All required reports and final records must be furnished in both paper and electronic forms (MS Word, AutoCAD 2004, PDF or DXF).*****Except for those items which are furnished by the BLM, the contractor must provide all labor, materials, equipment, transportation, subsistence, and other resources necessary to perform all work.**** Work is located in remote areas of Alaska, with little or no commercial services available. Most do not have road access of any type. The projects range in size from 15 to 70 township blocks called "groups". The total amount of work per year may range up to 600 townships. Access to specific corner locations is generally via helicopter and/or walking over very difficult terrain. A single task order may contain more than one group.***** The following evaluation criteria, in descending order of importance, will be used in the evaluation of prospective firms. 1. Professional qualifications, education, and experience of key personnel necessary to perform the required land surveying services. It is required that the responsible individual in charge be registered as a land surveyor in the State of Alaska. 2. Specialized Alaskan or arctic/subarctic experience and technical competence in the application of land survey services in the unique topographical, climactic, and social environments in Alaska, including demonstrated ability to formulate and implement contingency plans on short notice. 3. Capability, capacity, and experience to successfully complete large (in excess of $500,000) projects based upon the number/type of personnel, amount and type of specialized equipment, and experience of the firm. Ability to communicate via the internet. 4. Past record of performance with respect to control of costs, quality of work, and compliance with schedule. Provide details on the 5 most recent projects that have been completed, including current project owner contact information of the person most familiar with the contractor's performance. 5. Location, including familiarity with project work in remote areas of Alaska, office proximity to Alaska, and office locations in Alaska.*****More than one IDIQ contract may be awarded. Task orders will be issued defining the scope of services for each project. The guaranteed minimum over the life of each contract shall be $50,000.00. The maximum cummulative total for all contracts awarded under solicitation NDR040009 shall not exceed $40,000,000.00 for the life of all contracts combined. The term of the contract(s) will be one year with four one-year options. All interested, qualified firms are invited to submit a letter of interest and a completed Standard Form 254 for each firm and a team Standard Form 255. Submission of office brochures is encouraged only to the extent that they graphically (via drawings and photographs) substantiate the work specifically described on the SF's 254 and 255. Responses must be received not later than 4:00 P.M. local Alaska time, February 13, 2004, in order to be considered for selection.
