Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91ZLK-04-T-0175. The contractor shall provide the following Clin 0001 RADVIEW CR100 COMPUTED RADIOGRAPHY SYSTEM 1 each Phosphor Scanner witho ut an integrated Phosphor Screen Eraser. The CR sytem must include a Windows 2000 or XP Professional based workstation with software capable of controlling continuous scanning of custom length screens to create seamless radiographic images. This process shall be accomplished during the scanning procedure without the need for any post-processing routines such as stitching or pasting of smaller images together. System must be seamlessly compatible with existing RADView Databases and associated LMG files. Single Workstation Scan-ready w high resolution 5 Megapixel Monochrome Monitor, RADView Scan-ready Software, DVD R/W burner. The CR system must include a computer controlled storage phosphor reader (scanner) capable of continuous scanning of variable leng th phosphor screens up to and including 14 inch by 51 inch size. 1024 Mb Ram for RADView Workstation. Two (2) removable 60 Mb hard drives (one classified and one unclassified) The Computed Radiography Workstation shall be a stand-alone system capable of controlling scanning operations as well as radiographic image downloading, viewing, enhancement, archival and management. Software must provide MUSICA image processing and be capable of calibrating for geometric enlargement from a know thickness and the n utilizing that calib rated factor to take multiple, density-plotted, line profile measurements. INSTALLATION AND TRAINING The contractor shall provided installation and training for 2 days on site. This shall include all travel and expenses. PHOSPHOR SCREEN 10 each RADView Phosphor Screens custom size 14 inch by 51 inch. The phosphor screens shall be capable of providing seamless, flexible for retrofit into standard medical type film cassettes, i.e. Wolf or Halsey. The phosphor screens shall be des igned for industrial use. Acceptance shall be at Destination. Shipping shall be FOB Destination. Delivery shall be to the U.S. Army, Aberdeen Proving Ground, MD 21010. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acq uisition. The provision at 52.212-2, Evaluation--Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical, past performance and price. Technical and Pa st Performance when combined are significantly more important than cost or price. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors m ust furnish as part of their proposal all descriptive materials (such as cuts, illustrations, drawings or other information) necessary for the government to determine whether the product meets the salient characteristics of the requirement. If the vendor proposes to modify a product so as to make it conform to the requirement of this solicitation the vendor shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance wi ll be evaluated based on information provided by the offeror as to actual sales of the proposed products to industry or government agencies. Past performance will consider the ability of the offeror to meet the delivery schedules, warranty, training, and support. Offerors must include records of three recent sales and identify a point of contact for each by providing a name and telephone number. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. Offeror shall inc lude a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, and DFARS 252.212-7000, Offeror Representation and Certification with its offer. The clause at 52.212-4, Contract Terms and Conditions--Commer cial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition.
