- The US Army TACOM-ARDEC is seeking an Architect & Engineer to perform engineering studies and develop concepts for new facilities to perform Disassembly, Stripping and Inerting (DSI) of ordnance, Explosive Ordnance Disposal (EOD) Procedures Validation Testing, munitions storage, and Arena Testing. The engineering challenges include optimizing DSI operations; optimize quantity-distance constraints with targeted explosive limits, site selection with input from the Picatinny Planning Board, and low operating cost and fast set-up time for performing Blast-Fragmentation Arena Testing of Ordnance. Please submit Qualifications, Interest & Availability to perform engineering studies and develop design criteria for the design and construction of new facilities for EOD DSI, EOD Procedures Validation Testing, Munitions Storage, and Blast-Fragmentation Arena Testing of Ordnance. The end product of the Architect & Engineering (A&E) services will be accomplished in two phases: Phase I (FY04) *Concepts for: a) improved DSI Operations plus new munitions storage magazines (new facility layout), b) test facility for EOD procedures validation, and c) Arena Fragmentation Testing facility (for FME projects to establish lethality of a munition). *Revisions to the Picatinny Safety Site Plan to site the new facility for submission to Department of Defense Explosives Safety Board (DDESB) for approval of new facilities and intra-line and ter-line Q-D. *Rough Order Magnitude (ROM) cost estimate for construction costs of the selected concepts for each facility. Phase II (FY05) *Detailed development of the design criteria for the design and construction of the new facilities (to be funded by MILCON and executed by Army Corps of Engineers/New York (COE/NY) District. This effort to include a final safety site plan for DDESB Approval. *Detailed cost estimate for construction costs to go with the design criteria for planning/budgeting for a FY06 or beyond MILCON project. The most important aspect of the A&E?s qualifications are its expertise in the operation and design of facilities engaged in explosive operations (manufacturing, maintenance, DSI, etc.), and design of explosive test facilities. This is a market survey for information only and shall not be construed as a request for proposal or as an obligation on part of the US Government. The US Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited.
