- The National Aeronautics and Space Administration (NASA) Ames Research Center is releasing a NASA Research Announcement (NRA)/Broad Area Announcement (BAA). On or about 26 January 2004, this NRA/BAA, will be available electronically through https://prod.nais.nasa.gov. Participation is open to all categories of organizations, foreign and domestic, including industry, educational institutions, nonprofit organizations, NASA centers, and other Government agencies. Electronically submitted Notices of Intent to propose are requested. Proposal due date is 15 March 2004. The electronic submission of each proposal's Cover Page/Proposal Summary/Budget Summary is required by the due date for proposal submission. This is a broad agency announcement as specified in FAR 6.102 (d) (2). Notwithstanding the posting of this opportunity at FedBizOpps.gov, Grants.gov, or at both sites, NASA reserves the right to determine the appropriate award instrument for each proposal selected pursuant to this announcement. Defense Advanced Research Projects Agency (DARPA) Advanced Technology Office (ATO), through NASA-Ames Research Center, is initiating a new program focused on revolutionizing the current method of designing helicopter rotor blades thereby enabling the creation of novel rotor blade designs that can dramatically reduce the acoustic signature of a helicopter without sacrificing flight performance. The focus on the first phase of program is to create physics-based design tools that can predict performance regardless of blade shape. The purpose is to enable virtual testing of a wide variety of designs from unususal tips to movable flaps or slats or other innovative ideas. Subsequent phases of the program are anticipated to concentrate on developing, testing, and transitioning an advanced low noise blade design developed using the new design tools. NASA anticipates the issuance of up to four contracts for this work. All data first developed, including design tools and other contract deliverables required under these contracts shall be the property of the Government.
