- 17(i). This is a combined synopsis/solicitation in accordance with the format in FAR Subpart 12.6, and FAR 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 17(ii). The solicitation number H92239-04-T-0006 is issued as a Request for Quotation (RFQ). 17(iii). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18. 17(iv) This procurement is unrestricted. All responses from responsible sources will be fully considered. 17(v). This action is to provide Qualitative Data Analyst and Transcription Services to support an On-going Command Foreign Language Training Program Survey. The period of performance will be determined, an immediate start date is required. 17(vi) The contractor shall provide all personnel, equipment, tools materials, supervision and other items and services necessary to perform the services as follows Performance Work Statement for a Qualitative Data Analyst and Transcription Services to Support an On-going Command Foreign Language Training Program Survey. The Special Operations Forces Language Office (SOFLO) is currently conducting a multi-year SOCOM-wide survey of the command language training programs. One of the elements of the survey is to conduct focus group sessions, in order to produce data in support of formulating a command language training strategy. SOFLO requires the services of a data analyst to turn the results of the focus groups into a research technical report that will be used to help develop a language training strategy for the entire command. Listed below are the skills and deliverables that the SOFLO requires: THE DELIVERABLES: 1. A comprehensive technical report of the analysis of the focus group transcripts. The technical report should follow APA guidelines for technical publications. It should include an overview, statement of approach, methods (especially the analysis process), results (overall and by focus group), a Thematic Framework, recommendations, an executive summary, and an appendix with every comment assigned a thematic code. 2. There is the potential opportunity for the researchers to publish findings if deemed appropriate by the SOFLO. 3. General requirements: Being able to code qualitative data into categories is not sufficient to complete this project. The categories need to be meaningful and useful in developing the SOF Language Strategy and developed in a systematic, scientific fashion. This requires a knowledge of skill proficiency and training in work/organizational situations in addition to knowledge of qualitative data analysis techniques. THE CREDENTIALS: The data analyst must have demonstrated knowledge and experience in issues that impact skill proficiency and training in work or military environments as well as qualitative analysis experience. The specific credentials are list below: The principal data analyst should have an earned Ph.D. in Industrial/Organizational Psychology with some expertise in qualitative data analysis, training needs analysis/assessment, and issues related to training Strategy. This person should be a member in good standing of the APA (American Psychological Association) or APS (American Psychological Society). The lead contractor should be viewed as an expert in their field as evidenced by an academic appointment and/or peer-reviewed publications in addition to the PhD. All additional personnel working on the project should have an earned master's in industrial/organizational psychology or be in the process completing one. Demonstrated skills in qualitative data analysis, such as Thematic Data Analysis of survey comments, focus group transcripts, or interview transcripts, are required. Demonstrated knowledge of the training process and the principles of adult education are required. All personnel on the project must be US citizens and be willing to sign a confidentiality agreement. An understanding of language training or SOF training is desired as well as previous research experience with SOF or military personnel. The lead analyst(s) having published peer-reviewed articles or conference papers related to training needs assessment, and/or qualitative data analysis is desired. The contractor should have the ability to provide qualitative data analysis in the time specified. The candidate must have excellent written communications skills and experience writing research technical reports and journal articles. This contractual effort will require Transcription Services as well. The Special Operations Forces Language Office (SOFLO) is currently conducting a long-range survey program of the US Special Operations Command language-training program. The results of focus group sessions conducted between 12 Nov ? 30 Jan 04, must be transcribed into a format that will then be analyzed by qualitative data analyst. The Government requires transcription services as follows: Vendor must be experienced in transcription of focus group products. Workload will be produced by a minimum of 4 and up to 20 focus groups conducted between 12 Nov ? 30 Jan 04. The government will deliver the focus group recordings in a digital format to the vendor by the most expeditious means. Expected workload to be performed is expected to be 4 hours of transcription per 1 hour of focus group recording. Deliverables material will be formatted as Word documents (one per focus group) conforming to professional standards and general specifications required for qualitative data analysis. Vendor must provide finished product from each working group within 3 working days of receipt (vendor may receive up to 4 focus group recordings at a time). The product shall be delivered via e-mail to the Government. 17(viii). FAR provisions and/or clauses referenced may be obtained from the following site: http://farsite.hill.af.mil.
