Description
NASA/ARC plans to issue a Request For Offers issued under the authority of NFS Part 1871 for the following Commercial item/services: Research and development efforts in advanced aircraft studies, analysis, and test support in the following program areas: the DARPA/Boeing Canard Rotor/Wing Program, the NASA Vehicle Systems Program, and the Joint Strike Fighter Program. Work under this contract shall be conducted through task orders that shall be issued and administered by the NASA Ames Research Center. The period of performance shall be five years. The total estimated contract value shall be $5,000,000. The proposed contract is in support of NASA Ames’ involvement in DARPA, DoD, and internal NASA programs. The selected Contractor shall provide support to Ames Research Center concerning the on going research being performed and resultant data generated by the DARPA, DoD, and internal NASA programs; including research support of NASA’s in-house test and research activities. The Contractor shall provide all personnel, materials, facilities, and services required to perform the work defined in the Statement of Work. The general categories of support are: DARPA/Boeing Canard Rotor/Wing Program, the NASA Vehicle Systems Program, and the Joint Strike Fighter Program The Task Areas shall be defined in the Statement of Work in general terms to achieve maximum flexibility. The successful offeror under this request for proposal (RFP) shall be required to have or be able to obtain non-competition agreements with the airframe, engine, and subsystem manufacturers under the Government contracts that are the subject of this contractor’s studies. To further insure objectivity, any present or proposed contractual relationships must be disclosed to the Contract Officer for this procurement. The selected contractor may be required to receive and store classified materials and shall be required to have the appropriate security clearances for both personnel and facilities. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541330 and $20M/year, respectively. The anticipated release date of RFO2-38205 is on or about August 15, 2003 with an anticipated response date of Septemer 5, 2003. All responsible sources may submit an Offer which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
