Description
The Space and Naval Warfare System Command is conducting this market survey to determine the interest and capability of industry to produce a large underwater surveillance system capable of detecting and tracking surface and sub-surface vessels. The planned system is ocean mounted with the ability to transfer data to shore for analysis. The system must be capable of deployment and continuous operation for a minimum service life of 20 years. Dependent on system size, contract value could range from $50 million to $400 million. This is a follow-on system to the current fixed surveillance systems. Interested parties must have a mature, production ready system that meets the requirements of current government specifications. Specifically there are two specifications available for review, 1) the Underwater Segment Performance Specification, and 2) the Sensor Frequency Configuration Specification. The performance specification establishes the fundamental performance and interface requirements for the underwater system while the configuration specification outlines the hardware configuration for optimal detection performance. These documents are SECRET/Genser documents. For this reason, personnel possessing the appropriate Security Clearance may only review documents at SPAWAR Systems Center San Diego (SSC-SD) in San Diego, CA. Interested parties must provide a point of contact/person and demonstrate that they are currently a qualified U.S. government contractor by providing a Commercial and Government Entity (CAGE) Code as well as providing a current government contract number. Upon verification of status, interested parties will be provided an appointment to review the specifications. The specifications are available for review from January 15, 2004 to February 15, 2004. Responses to this Sources Sought synopsis, in the form of a capabilities white paper submission, must be received by 3:00 P.M. PST, 01 March 2004, and will be used by the Government to evaluate the availability of commercial market sources to determine future acquisition strategies for a large underwater surveillance system in support of Homeland Security. The capabilities submission shall include system description, past performance, available production facilities, and an estimate of the earliest timeframe production could commence. White paper submissions shall be limited to a maximum of 25 pages. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the government to contract for any supply or service whatsoever. The government will not pay for any materials provided in response to this RFI and submittals will not be returned to the sender. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website and the SPAWAR E-Commerce Central website at https://e-commerce.spawar.navy.mil. It is the responsibility of the potential respondents to monitor these sites for additional information pertaining to this potential requirement.
