Description
NASA Langley Research Center (LaRC) is hereby soliciting information for potential sources for NASA Technology Transfer Systems (NTTS) services. This requirement is a follow-on to contract NAS1-00113 with Knowledge Sharing, Inc. and will provide information technology services to operate and maintain the operational configuration of NTTS; define and implement revised configurations of NTTS for sustained operations, reduced risks, and alignment with NASA and federal enterprise architecture; and implement improvements to existing functionality and newly-identified functionality. The current contract is a cost-plus-fixed-fee arrangement. The average expenditure rate for the follow-on procurement is estimated to be approximately $2M per year. One of the primary goals of this synopsis is to assist the Center in determining whether a Small Business Set-aside is an acceptable strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. All qualified firms are encouraged to respond. The NAICS Code for this procurement is 541510, and the size standard under this code is $21M. Information technology support services will be required in the following product areas (developmental, analytical and operational): 4D database management systems, AreaList, MS SQL Server, Oracle, SAP, Cold Fusion, ARCIMS, Apache, Netscape, SSL, Webdav, Cisco VPN, Eudora Worldmail server, MS NT / 2000, Mac OS X, Timbuktu, MS Office, MS Project, and Adobe Acrobat. More specifically, services will also be required in, but not limited to, the following project areas: (1) Operations and Maintenance - management and operations of the NTTS network, helpdesk telephone and email support, application training, scheduling, budget estimation and reporting. (2) Sustaining System Management and Architecture - studies, recommendations, and implementations to accomplish the following while maintaining current functionality and user experience: (a) document baseline system including stakeholders and expectations, (b) update IT security risk assessment and establish risk management plan, (c) update IT security plans and implement risk mitigation actions, (d) incorporate NASA enterprise architecture, (e) reduce system integration and synchronization complexity and costs, (f) identify and implement centralized system architecture, (g) improve connectivity to other NASA systems, (h) integration of new technologies. (3) enable/accommodate evolving functionality - identify and clarify emerging requirements, identify new user groups, and revise NTTS as needed. The total requirement supports NASA?s Technology Transfer Program and encompasses a very broad customer base including NASA Innovators (Civil Servant and Contractor/Grantee), NASA Technology Transfer Offices, NASA Intellectual Property Offices, NASA Inventions and Contributions Board and Space Act Award Officers, NASA Software Release Authorities, NASA Program/Project Managers, COTR?s, NASA Enterprise/Center Managers, NASA Chief Engineer / Chief Scientist, NASA Public / Legislative Affairs, NASA Contractors and Grantees, and the U.S. Public. Firms having the required specialized capabilities in part or in all of the above requirements should submit a capability statement of 7 pages or less documenting their ability and past experience in performing similar efforts as described above. Work cited as past experience shall contain a brief technical description, dates and a reference with a current phone number. In addition, please include the following: name and address of your firm; average annual revenue for past 3 years and number of employees; size of business; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or veteran or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of relevant work performed in the past five years, contract numbers, technical description, contract type, dollar value of each procurement; and point of contact - address and phone number. Respondents will not be notified of the results of the evaluation. No solicitation exists; therefore, do not request a copy of the solicitation. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
