Description
This Notice is intended to Notify the Public and any Interested Parties of the Intension of Federal Highway Administration (FHWA), to Issue a Request For Proposals (RFP) in October or November 2003, for a Sole Source Contract for DYNASMART-P technical support, to be provided by the software developer, University of Maryland. DYNASMART-P represents a new generation of tools in support of traffic operations and planning decisions in the ITS and non-ITS environments. The model algorithms are new and complex to the user community. Therefore, providing adequate technical support becomes essential. Currently, the Federal Highway Administration (FHWA) is planning to release DYNASMART-P through McTrans and to provide technical support, through UMD. The main objectives of this project are (1) to provide training courses on DYNASMART-P, (2) to provide technical support to the FHWA and DYNASMART-P users and (3) to refine DYNASMART-P. This will be a three-year project with one base year and two option years. The FHWA will assess the needs for providing technical support for each option year on a yearly basis. The approximate performance period of this project will be from April 2004 through March 2007. The FHWA R&D initiated a Dynamic Traffic Assignment (DTA) research project to meet these data needs and to address complex traffic control and management issues in the information-based, dynamic ITS environment. Under this project, two prototypes of Traffic Estimation and Prediction System for Operations Planning (TrEPS-P) have been developed. These two prototypes (DynaMIT-P and DYNASMART-P) were developed by Massachusetts Institute of Technology (MIT) and the University of Maryland (UMD), respectively. Oak Ridge National Laboratory (ORNL), the DTA project manager designated by the FHWA, completed a laboratory evaluation of both prototypes in June 2000. DYNASMART-P was recommended for further field test and public release. Based on the recommendation, UMD completed the field test of DYNASMART-P using the planning datasets provided by the Knoxville Metropolitan Transportation Commission in August 2002. Currently the FHWA and UMD are conducting a beta test of DYNASMART-P. Upon completion of the beta test, DYNASMART-P will be refined and packaged for release in early 2004. Telephoned, E-Mailed, Faxed, Or Letter Requests for the RFP (Request for Proposals) Will Not Be Accepted. Instead, when released, all prospective offerors are to obtain the RFP from FedBizOpps at http://www.eps.gov. Any subsequent Amendments to the RFP will Likewise be published in FedBizOpps at the Internet address cited above, and the FHWA does Not plan to mail out any Hard copies of any such Amendments. Therefore, it shall be the responsibility of each offeror to closely and frequently Monitor FedBizOpps for any Amendments to the RFP which, will be absolutely Essential for all prospective offerors, since Amendments usually contain crucial information.
