GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Through the Bureau of International Narcotics and Law Enforcement Affairs (INL) International Narcotics Control Program, the United States has a Bilateral Narcotics Control Agreement with the Government of Peru. The purpose of this Personal Services contract (PSC) position is to serve as Communications Advisor in Peru and shall provide technical assistance in support of all INL programs in Peru. The Contractor shall be prepared to provide advice and technical assistance in all phases of establishing and maintaining telecommunications systems, i.e. planning, procurement, installation, maintenance, repairs, operation, establishment of training programs, and training, in INL programs throughout the country of Peru. Regional responsibilities include Lima, Pucallpa, Iquitos, Tingo Maria, Diravpol Lima, and Grupo 8 Lima. However, travel to additional sites to provide expert advice to include others, as required by Narcotics Affairs Section (NAS) Director and/or Program Officers. The Communications Advisor position is located in the Narcotics Affairs Section at the American Embassy in Lima, Peru. The incumbent serves as countrywide, IT, Radio, Telecommunications authority and as senior expert with direct responsibility to provide project management to NAS and NAS counterparts requiring network and system engineering as well as re-engineering. Directly administers and manages the proper operation of all computers and computer-related equipment located in all on and off-site locations which are utilized in support of all ongoing counter-narcotics programs. This equipment consists of, but is not limited to, Multiple Local Area Networks (LAN's), associated servers, CPU's, printers and other related equipment (Fax?s, copiers, scanners) and configuration software, including its licensing. In addition, the incumbent will also provide technical assistance in all phases of logistics (accountability), procurement (acquisition), accounting, planning, installation, maintenance, repair, and operation of telecommunications and automated Data processing equipment systems as required by the NAS. The incumbent will be required to assist with the development of communications related training programs for GOP personnel and counterparts. Periodic End Use Monitoring inspections and inventory of existing networks and telecommunications equipment used by the NAS program or donated to the GOP counterparts will also be required. 2. STATEMENT OF WORK TO BE PERFORMED The Contractor shall provide the following services: a. Technical assistance in all phases of planning, procurement, installation maintenance, repair and operation of telecommunications systems and in the development of training programs for host country personnel related to these telecommunications systems. b. Computer Systems: Assists the Embassy?s Computer Management Specialist and the Information Systems Officer with the administration and managing of NAS assets located within the Embassy. Performs system administration duties for all NAS computers and related equipment utilized at all regional areas in Peru, as well as at the Lima based Logistics and Aviation Offices. Specific duties include acting as liaison with Host Nation counter parts and systems companies project teams for development and organization and coordination with proposed projects in support of NAS objectives. Responsible for end-to-end tracking of Design Change Requests submitted for estimation and budgeting. Maintain long-term project plan for scheduling enhancements to NAS internal and external ADP and communication projects. Coordinate with NAS, counterparts and Host Nation vendors the implementation and planning as well as advising for future Telecommunication enhancements and scalable strategy for hardware and software acquisition. Work closely with Program Officers to ensure coordination. Participate and contribute in NAS and counter part systems design review and decision making sessions. Provide timely updates to NAS Management and Project officers on status and scheduling. Conducts risks and vulnerability assessment of planned and installed systems, promotes and implements awareness of Information Assurance and information Security by conducting briefings and developing training for users. Ensures adherence to DoS, Post and NAS ADP regulations. Impart training, mentoring, guidance and vision to personnel exposed to new technologies. Write and publish proposals and project scopes. Provides Management and direction over contract writing and supporting tasks as well as work orders. Provides guidance and technical direction necessary for accomplishing the goals and mission of NAS Lima Peru set by INL. Manage the development of administrative and technical procedures for detecting and recovering from malicious code infections or penetrations attacks for off site location offices. Manage and control and track time on project and its requirements. First line of support to users, operating, maintaining, troubleshooting, diagnosing, and resolving hardware and software problems; ensures the proper daily operation of the Multiple LAN and all associated services including Mail Services, Client/Server Applications, Printers, Bar Code Scanners, etc.; improve component and software design when applicable and expand Networks when required; implement all mandatory security policies at the user and server levels; analyze and develop new methods to facilitate the use of existing programs and tools to simplify and automate existing office processes and methods; customize existing programs and tools when required to meet additional requirements; directs the planning and delivery of a comprehensive program of technical support services to satellite offices across different Peru locations; facilitate technical support to all outlying locations; provide technical expertise in the procurement of new or replacement equipment; coordinate and track repairs; control all software installed and used and verify appropriate anti-virus programs are installed and updated as required. Performs the accounting and procurement management functions relative to the Communications task assigned. Prepares IT budgets and develops projected costs for enterprise client/server equipment, software, hardware and services in support of the different NAS programs. c. Telecommunications Systems: As NAS Peru?s Communications Advisor provides technical assistance and support to GOP counterparts, NAS procurement, and all other U.S.G. agencies supporting counter-narcotics programs and operations. Program and configure radio and repeater equipment as required and assist with general secure communications systems, air and ground tactical networks, telephony, microwave, and satellite communications. Provide assistance in the development or communications related training programs for GOP personnel and counterparts. Perform periodic End Use Monitoring inspections and inventory of existing networks and telecommunications equipment used by the NAS programs or donated to the GOP counterparts. Handles special telecommunications requirements of officials up to the NAS director level and higher when required. Ensures that necessary circuitry and operating procedures are in place to effectively process high precedence, mission critical messages. d. Provides on-the-job training to communications personnel in the host country. e. Recommendations to each NAS Project Officer regarding any specialized or technical training from U.S. sources, which the Contractor feels is necessary to meet project objectives. 3. SUPERVISION a. The Contractor shall work under the guidance of the NAS Management Officer. The NAS Management Officer shall also be designated as the Contracting Officer?s Representative (COR). Assignments are given in terms of general objectives and specific goals. Contractor must utilize good judgment, analytical ability, creativity and independence in planning work to achieve specific goals and objectives. Contractor must inform supervisor of problem areas and present recommended solutions. Has authority to address problems and constraints in program areas. Exercises wide latitude for independent action, proposing projects and executing approved new programs under general supervision. b. Results of the work are considered technically authoritative and are normally accepted without change. Review of work is concerned with matters such as fulfillment of objectives, effect of advice on the overall requirements, or precedents with might apply to other programs. Recommendations for new projects and alteration of objectives are usually evaluated for such considerations as availability of resources, and broad goals. 4. GUIDELINES a. Guidance is provided from Department and Administration policy, directives, operating procedures regarding U.S. international narcotics control measures. Additional guidance included, but not limited to, International Narcotics Control Strategy Report, INL Procurement Policies and Procedures, Mission Program Plan, U.S. National Drug Control Strategy, U.S./Peru Letter of Agreement, GOP Comprehensive Alternative Development and Prevention and Rehabilitation Programs, and Mission Counter-Narcotics Fact Sheet. b. Resourcefulness and ingenuity may be required to interpret, adapt, and apply solutions to complex needs and situations. May be required to initiate new or substantially modified methods and procedures. 5. COMPLEXITY a. This position has complex technical requirements, as well as safety requirements. Assignments involve organizations, operations, and functions of significant complexity with interrelated programs of both the USG and GOP in an international environment. Evaluation may result in the modification of program objectives and operations. b. Must perform assignments that can involve conflicting requirements, with poorly defined problems. Must make projections based on variable information or technological development, introducing advanced equipment and techniques for which new criteria and guides must be developed. 6. SCOPE AND EFFECT a. Incumbent must perform analysis and investigative techniques on a variety of unusual telecommunications problems in a number of different locations, to detect and resolve problems. This may have an impact on the effectiveness of future narcotics control programs and field operations. Solutions must meet requirements in a variety of physical and environmental circumstances. 7. PERSONAL CONTACTS a. Incumbent will maintain close working relationships with a full range of contacts including GOP officials at the mid-level and higher, local government officials, representatives of NGO's and with USG personnel of various agencies. 8. PURPOSE OF CONTACTS a. Incumbent serves as the principal NAS representative in the field on assigned projects. Incumbent provides advice and guidance on methods and proposals and reports on meetings with counterparts. Contact often requires persuasion, diplomacy, and cooperative relationships. II. MINIMUM QUALIFICATIONS 1. U.S citizen, who shall maintain a State Department Secret Security Clearance throughout the period of performance of the contract. 2. A degree in computer science, information management systems or a closely related field. Appropriate on-the-job experience may be substituted for completion of a formal college or university degree program. 3. A minimum of four years of progressively responsible experience working with computer systems operations and analysis including minicomputer, mainframe (Wang/VS Windows NT preferred), PC-LAN, Internet and Telecommunications system operations. 4. Comprehensive knowledge of mini or main-frame computer systems, PC's and PC-LAN, Internet and Networking operations including optional characteristics and capabilities, as well as advanced knowledge of general management principles, system analysis, design techniques, programming and software development. 5. Thorough understanding of Microsoft Operating systems and applications, such as Windows 2000, Word, Excel, PowerPoint, and Access. 6. Ability to write and communicate effectively. 7. Ability to setup and operate communications systems. 8. Spanish language ability at the Foreign Service Institute Level R2+/S2+ is required. 9. Physically able to live in Peru and to engage in frequent in-country travel to remote and primitive locations. 10. Must be in good physical health and condition for walking, crawling, and climbing in a jungle environment. 11. Must be able to live in a jungle environment, tolerate discomfort from insect bites, and endure hot and humid conditions. Must be able to tolerate anti-malaria medications to prevent infection, when traveling in infested areas. 12. Eyesight must be correctable to 20/20, able to distinguish colors and three-dimensional depth. III. EVALUATION CRITERIA: Factor 1. Depth of knowledge related to computer systems operations, analysis, management principles, design techniques, enhancements, programming and software development. Factor 2. Depth of knowledge related to telecommunications systems. Areas of specific concentration include radio and repeater equipment, general secure communication systems, air and ground tactical networks, telephony, microwave, and satellite communications. Factor 3. Ability to interact, coordinate, and negotiate with working level host country officials. Ability to operate independently. Factor 4. Skill in oral and written communication to prepare and present complex analyses, recommendations and solutions, including proposals and reports. Factor 5. Demonstrated experience and proven good performance in working and operating in a foreign policy government, including participation in law enforcement or other counter-narcotics projects. IV. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
