Description
This is a sources sought announcement to identify potential sources and gather information on current capabilities within the market for high performance cobalt disulphide thermal batteries. This notice is neither a solicitation for, nor request for competitive proposals. The Air Force Research Laboratory, Materials and Manufacturing Technology Division (AFRL/MLM) is contemplating a procurement to perform manufacturing scale up of the materials and processes used in producing high performance cobalt disulphide thermal batteries. Thermal batteries of interest are those that have been competitively selected for use by the Missile Defense Agency (MDA) for their current or next generation systems. The focus of the effort will be to scale up the most effective processes to semi-automated processes typical of low volume, specialty battery manufacturers. Technical POC is Mr. James Poindexter, Program Manager, AFRL/MLMT, (937) 904-44351, e-mail: james.poindexter@wpafb.af.mil. Interested parties should have documented expertise and existing capability in the development and production of high performance cobalt disulphide thermal batteries that have been selected by the MDA and should identify their interest and capability to respond to any potential requirement by submitting the information required under note 25 below. All submitted information should be limited to no more than 25 pages, one-sided, minimum font size 10 and should be sent to Lori Shirdon, AFRL/MLKT, Contract Negotiator, AFRL/MLKT, 2310 8th Street, Bldg 167, WPAFB OH 45433 at (937) 255-0429 or via e-mail at, lori.shirdon@wpafb.af.mil by 23 Jan 2004 no later than 1500 EST. Submittals via e-mail are preferred. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear concerns from potential sources. The purpose of the Ombudsman is not to diminish the authority of the program director or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the information. Parties with concerns are invited to contact Lt. Col. Brenda Bobbitt, Det 1 AFRL/PK, telephone (937) 255-4813, e-mail Brenda.Bobbitt@wpafb.af.mil. All routine communications regarding this announcement should be directed to the technical or contractual points of contact listed above. All responsible sources may submit information that shall be considered by the agency. See Note(s): 25.
