Description

SP4700-03-R-0010 Amendment 00002 The purpose of this amendment is to: 1. Extend date of receipt of revised offers to November 07, 2003, 4:00PM, Eastern Standard Time. 2. Section C.2.1.1. of the Statement of Work has been revised to read: C.2.1.1 The contractor’s proposal shall outline for the service, maintenance, repair and replacement of current live potted plants throughout the Atrium level and floors two (2) through four (4) Pod 4; the cleaning maintenance for replica plants/flowers and railing containers on upper level Pods one (1) through three (3) and five (5) through nine (9), and the seasonal change out and storage of replica flowers located in the short planter containers floors two (2) through four (4), Pods one (1) through three (3) and five (5) through nine (9). There are an estimated 72 live container plants located throughout the Atrium level, six (6) potted flower plants at the Atrium Guard Desk and 12 live container plants on floors two (2) through four (4), Pod 4. There are two types of replica flowers located in the upper level short railing containers and there are a variety of replica plants located in the upper level long railing containers. The contractor shall be required to change out the seasonal replica flowers bi-annually and provide storage of existing replica flowers. The replica flowers are changed out in the spring (azaleas) and again in the fall (mums) to include a cleaning maintenance with a replacement guarantee. Storage associated with the seasonal change out of replica flowers shall be furnished by the contractor. Existing replica plants/flowers are non-fire retardant and shall be replaced with non-fire retardant when required. An inventory list of existing live and replica plants/flowers is in Attachment A. The Contractor will not be required to change out the mums in the fall during the base year but will be responsible for maintenance and replacement guarantee of the existing mums. The Contractor will be required to provide storage, cleaning maintenance and replacement guarantee of the azaleas during the base year. 3. Submission of revised technical proposal, past performance information and price proposal shall be submitted to Defense Logistics Agency Attn: DSS-AC Ms. Jackie Craft 8725 John J. Kingman Road, Ste 1145 Fort Belvoir VA 22060 jackie.craft@dla.mil Revised Proposals shall address all elements of the Statement of Work and shall detail the offeror’s proposed technical approach to satisfy requirements of the Statement of Work. Proposals may be submitted via email and electronic copy as well as hard copy. 4. Clarify that award will be based upon the evaluation factors of Technical, Past Performance and Price with Technical being most important. Past Performance ranking second in importance and Price ranking as third in importance. Technical and Past Performance together are considered significantly more important than Price. 5. Clarify that pricing must be submitted for not only the base year, but for four (4) option years for the following periods of performance: Base Year: December 1 2003 through November 30 2004 Option 1: December 1 2004 through November 30 2005 Option 2: December 1 2005 through November 30 2006 Option 3: December 1 2006 through November 30 2007 Option 4: December 1 2007 through November 30 2008 NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (29-OCT-2003).
