Description
THIS IS A 100% SMALL BUSINESS SET-ASIDE. The Department of Homeland Security, United States Coast Guard has identified a requirement for the fabrication and delivery of lighted and unlighted Ionomer Foam Buoys. The lighted and unlighted Foam Buoys shall be used as aids to navigation. The Foam Buoys shall conform to the Department of Homeland Security, United States Coast Guard, Ocean Engineering Division Specification for fabrication of Ionomer Foam Buoys, Specification Number 450E, dated December 2002, and drawing numbers 121148 and 121166 through 121171, and 121182. The following buoy types will be required: 2NFR, 2CFR, 3NFR, 3CFR, 4NFR, 4CFR, 5NFR, RCFR, 6NFR, 6CFR, 6NTFR, 6CTFR, FWNFR, FWCFR, 5X9LNFR, AND 5X9LCFR. All technical documentation related to required specifications will be provided in a digital format. The drawings will be provided in the AutoCAD 2002 format(dwg). The specifications will be provided in the Adobe Acrobat format(pdf). A pre-award survey will be performed in accordance with FAR Part 9. Post award First Article submission, testing, and approval of a 3NFR buoy, complete with all steel members and fasteners will be required. The contract will be a Firm Fixed Price Requirements type for a base year and four option years, with delivery orders issued FOB Destination. The NAICS Code for this acquisition is 326150. It is anticipated that an RFP will be issued approximately middle to late February, 2004, with Technical and Cost proposals due 30 days after issuance of the RFP.
